The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 25 Million equivalent from the World Bank/IDA toward the cost of the Food Systems Resilience Program for Eastern and Southern Africa -I (FSRP), and it intends to apply part of the proceeds to payments for consulting services.

Objective(s) and Scope of the Assignment

The overall objective of the program is to increase the resilience of food systems and preparedness for food insecurity in participating countries, to achieve this objective and to deliver the mandate of the program, IGAD seeks the services of Knowledge Management and Monitoring & Evaluation Officer. (The Detailed Terms of Reference (TORs) are attached to this REOI).

IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services of Knowledge Management and Monitoring & Evaluation Officer (i.e., updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).

The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations for IPF Borrowers "Procurement in Investment Project Financing, Goods, Works, Non-Consulting, and Consulting Services,” Fourth Edition, November 2020; the World Bank’s “Guidelines on Preventing and Combatting Fraud and Corruption” revised July 1, 2016.

Qualifications and experience required:

• A post- graduate qualification (MSc level or higher) in social sciences, management sciences, or international development in a relevant discipline with a minimum of 5 years post graduate experience in developing and implementing monitoring and evaluation systems.
• Experience in Knowledge management and communications work. At least 5 years of experience in the field in M&E in a multilateral organization or in a development organization.
• Experience designing and implementing thematic evaluations. Experience with M&E tools, methods, and approaches (including quantitative, qualitative, and participatory) for project and programmatic level.
• Data and information management and analysis and good report writing skills.
• Knowledge of the IGAD regional dynamics and countries
• Fluency in English, working knowledge of French is an added advantage.
