  • Background of the Project

The COVID-19 Emergency Response Project financed by the Bank will support the Kingdom of Eswatini’s effort to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness. The Project Development Objective is to prevent, detect and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness in Eswatini. The project components are aligned with the objectives of the COVID-19 Strategic Preparedness and Response Program (SPRP) and comprise 2 components: (1) Emergency COVID-19 Response; and (2) Implementation Management and Monitoring and Evaluation. In addition, the Additional Financing (AF) expands Eswatini’s COVID-19 response through (a) co-financing vaccine procurement, (b) strengthening the systems required to support effective and efficient vaccine deployment; and (c) strengthening public structures for the coordination and management of the project under component 1 and adds another component to strengthen Capacity in Preparedness for Health Emergencies.

A sub-project activity under the project includes the rehabilitation of drainage systems and plumbing works within 14 health care facilities in the country. These facilities include; Mbabane, Pigg’s Peak, Manzini, Mankayane, Hlathikhulu Government Hospitals, Lubombo Referral, Raleigh Fitkin Memorial Hospital, Good Shepherd Hospital and Nhlangano, Mkhuzweni, Dvokolwako, Sithobelweni, Matsanjeni Health Centres and Psychiatric Centre. Two of the facilities (Good Shepherd and Raleigh Fitkin Memorial Hospitals) are faith-based and are managed privately and they have their own plumbing and maintenance teams. Annex 1 details the scope of rehabilitation works that needed to be done at the facilities above. The activity is lead by BIOMED which is a department under MoH responsible for maintaining the Ministry’s equipment, electricity and drainage. BIOMED is supported by the Environmental Health Department (EHD). Both entities are responsible for the procurement of material, engagement and supervision of the rehabilitation works. Progress has been made on this activity. A total of 12 plumbers were engaged for 10 months starting from September 2021. Plumbing material was procured. However, the works were not completed due to the expiry of the plumber’s contracts. The Ministry of Health intends to re-engage the plumbers in July 2023 to complete the rehabilitation works. There is a need for a supervising agent to make an inventory of the rehabilitation works done in the facilities, assist in the development of a finalization program for the rehabilitation, re-engagement of plumbers, supervise the works to finalization. Below are the objectives and scope of work to be done by the Supervising Agent.

  • Objectives of the Consultancy

The objective of the assignment is to assist BIOMED and EHD with supervision services of the plumbing rehabilitation works to be completed under the 14 health care facilities listed above. While progress was observed during the first phase of the rehabilitation, there were gaps in planning and programming of the works, tracking and supervision of the works. This led to delays, lack of comprehensive reporting and unsatisfactory outcomes during the rehabilitation.

  • Assignment Timeframe

The assignment will be for an equivalent of 6 months from start date of contract till the closure of the project in March 2024.
