Country: Republic of Mozambique Name of Project: Mozambique Safer Roads for Socio-Economic Integration(SRSEI) Grant No.: IDA-E0780 Assignment Title: PMU Accountant Reference No. MZ-PMU-538750-CS-INDV The Government of Mozambique represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the cost of the Mozambique Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) of the Accountant will be to support the delivery of the MTL objectives.
The Accountant will perform his/her duties at the institutional level, not restricted to the Mozambique Safer Roads for Socio-Economic Integration Programme (SRSEIP), and is expected to ensure the proper functioning of the PCU's accounting system. The professional will observe the rules, procedures, and requirements of the PCU, the Ministry of Finance, the cooperation partners, and the appropriate alignment with the International Financial Reporting Standards (IFRS). The expected duration of the assignment is 24 months, subject to three months probation period and satisfactory performance assessment.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The Ministry of Transport and Logistics (MTL) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Expressions of interest must include the following: (i) a curriculum vitae detailing qualifications, professional experience, and achievements in comparable assignments; (ii) a cover letter, not exceeding two pages, specifically addressing how the candidate meets each of the mandatory selection criteria listed below; and (iii) contact details for at least three professional references from supervisors or clients on IFI-funded infrastructure or transport projects within the last ten years.
Incomplete submissions or submissions that do not address the mandatory criteria will not be considered for shortlisting. The criteria for selecting the Consultant are: Mandatory Requirements • Minimum Degree in Accounting, Accounting and Auditing, or related field. • At least 5 years of successful experience in accounting and finance. • Minimum of 3 years of experience, proven by letters of reference, in accounting and finance, in projects financed by the World Bank. • Working knowledge in the preparation of financial reports required by the Mozambican State will be indispensable. • At least 3 years of experience as a user of financial software (e.g.
Client Connection, Primavera, PHC etc.). Desired Requirements • Experience working with delegations and/or sub-units in state institutions will be an advantage. • Being registered with the Order of Accountants and Auditors of Mozambique (OCAM) will be an advantage. • Advanced knowledge in computer applications (Office - with emphasis on MS Excel). • Fluency in Portuguese and practical knowledge of English. • Demonstrate a high level of organizational skills and attention to detail. • Ability to work under pressure and with a focus on results. • Integrity and ability to maintain professional secrecy.
