- Background
The Federal Government of Somalia, through the Ministry of Labor and Social Affairs (MoLSA) is seeking Procurement Assistant. The Consultant will provide support to the Federal Government of Somalia and Baxnaano to provide Procurement Assistance to PIU.
The Procurement Assistant is expected to Support Procurement Specialist on daily procurement activities.
- Responsibilities of the assignment
The overall responsibilities of Procurement Assistant are (i) Assist in preparing draft contract for Bank’s consideration ensuring timely signing of contracts, ensuring timely clearance of procurement documents by the Bank, (ii) Assist in contract monitoring and administration, liaise with the technical teams to ensure procurement contracts are efficiently managed, monitored and executed on time in order to get the value for money, (iii) Assist Documenting and disseminating best practices and lessons learned and securing the final contractor performance assessment, (iv) Manage Assets of the project and keep records of all Assets, (V) carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Bachelor’s degree in one of the following areas: Business administration, Purchasing and Supply Management, Commerce, Accounting, , Public Administration, Management, or any other relevant fields;
- Minimum of 5 years of direct/relevant professional working experience in Administration and procurement in public sector or private sector,
- Minimum of at least 2 years of experience in implementing procurement actions according to international organizations such as the World Bank, African Development Bank, United Nations (UN) organizations, International Non-Governmental Organizations etc. for procurement of goods, services, and works.
- Experience of working in fragile environment.
- Proficiency in Microsoft Office applications (Word, Excel, Outlook, Microsoft Project.
- Demonstrated high-level teamwork abilities and an aptitude for working in teams.
- Strong professional verbal and written communication skills in English and Somali.
- Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.
- The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
- Mode of submission of Applications and deadline: Interested Consultants may obtain further information including a detailed Terms of Reference at the address given below from 8:30 to 3.30pm Mogadishu time (Excluding public holidays).
Expressions of interest (EOI) and CV must be delivered (in person or by e-mail) in a written form in three (3) hard copies (if not by e-mail) to the address below by March 22, 2024 3:30 pm (Mogadishu Time) – marked clearly as – Procurement Assistant.
