  • Assure that all responsibilities for the MoFEA Central Project Coordination Unit (CPCU) as per the Project’s Operational Manual are carried out in strict observance of the Project’s documents and applicable rules including the Financial Agreement. • Assure periodic meetings of the Project Steering Committee are held with the participation of key project partners. Assure that these reports, minutes are filed and communicated to the World Bank and key project partners. • Participate actively in joint-project team meetings with Development Partners, in field-visits for the monitoring of project activities in the country, citizen’s engagement activities and communication campaigns, and in World Bank team implementation support missions. • Ensuring effective and timely communication with government and non-government entities/agencies and donors involved and coherence in on-going and planned project activities. • Guide the development of the studies and manuals including social and environmental and implementation of the four selected components assuring that they are implemented in accordance to what is outlined in the project documents (selection process and criteria, safeguards criteria) and in cooperation with key project partners as needed. • Guide the selection of additional activities if needed – under project in accordance to what is outlined in the project documents (selection process and criteria, safeguards criteria) and in cooperation with key project partners as needed. • Advise and engage with the project technical coordinators upon request, in support of their operational activities
  • Encourage an active involvement of stakeholders and non-traditional actors and propose areas for future or further engagement with the project by such actors in consultation with the Bank. • Oversee development and implementation of a communication strategy and addressing project related issues emanating project beneficiaries. • Engage in stakeholder and partner meetings as necessary to gain information and/or discuss needs and problems associated with the specific implementation issues. • Provide quality assurance and support on the delivery of the work plan and its outputs through technical coordinators, operational managers, consultants, contractors and partners. • Contribute to the facilitation of knowledge building and management by the Central Project Coordination Unit (CPCU) through identifying and amalgamating best practices and lessons learned directly linked to the project implementation. • Work closely with the Heads of Ministries/Departments/Agencies/Public Bodies to ensure coordination and liaison for strategic reform and development initiatives. • To organize interdependency fora to syndicate and solve problems arising from implementation of initiatives shared between common stakeholders. • The Project Coordinator will report to the Permanent Secretary MOFEA. • Qualification Requirements
  • At least a Master’s degree (or equivalent) in social sciences (i.e. business administration, economics, public administration, public financial management, procurement, project management, development studies). • Must demonstrate a minimum of 10 years professional experience and expertise including a minimum of five (5) years hands on experience managing donor World Bank funded projects. Experience managing similar donor funded projects such as European Union, African Development Bank and/or similar projects will be an added advantage. • The consultant should have a good understanding of project management, project monitoring, procurement, budget preparation, planning and execution and managing projects teams in line with the Project requirements
  • Must have experience managing multi-stakeholder multi-sectoral projects with stakeholder engagement skills • Submission of Expressions of Interest: The Gambia Fiscal Management Development Project now invites eligible individual consultants to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultants (IC) selection method set out in the Consultant Guidelines.
