- BACKGROUND The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Project Manager.
2.0 OBJECTIVE OF THE ASSIGNMENT
The primary responsibility of the Project Manager will be to oversee the overall management for all the project activities including reporting to all the stakeholders on the performance of the project works and financial progress of the ASSIST project throughout the different phases of pre-construction, construction, and post-construction. The Manager will be responsible for the overall implementation activities and monitoring the performance of both individual and firm consultancy and construction works, quality and risk management, environmental and social safeguards and other aspects related to the implementation of electricity grid and off grid facilities and service connections.
3.0 BRIEF SCOPE OF THE ASSIGNMENT
- Provide overall professional management on project planning, implementation and monitoring services for mini-grid development, grid extension and grid-based and standalone electricity service connections under the ASSIST project.
- Take responsibility for preparation of consolidated work plans, procurement plans, robust project monitoring frameworks, implementation support and such other project management aspects with input from the PIU team members including members assigned from government agencies, contractors and consultants for review and concurrence by the chairperson of the Project Steering Committee and approval by the World Bank as shall be required during the ASSIST Project implementation.
- Take responsibility for monitoring overall project financial status including regular monitoring of commitments and disbursements compared to projections. This includes taking timely and effective action in the event that adjustments to project allocations are needed.
- Lead and coordinate with Components Coordinators, PIU members, and Consultants in the preparation of bidding documents, requests for expressions of interest/proposals, and contract agreements for project goods, works, and services.

4.0 QUALIFICATIONS AND EXPERIENCE
The consultant should have the following minimum qualifications:
Qualifications
- • • Bachelor of Science Degree in Engineering (preferably in Electrical/Mechanical/Power Systems) from a recognized University.
- Master’s Degree in at least one of the following fields: Project Planning & Management/ Project Monitoring and Evaluation/ Business Administration or relevant field from a recognized University.
Experience
- At least ten (10) years of relevant professional experience, four (4) of which must have been at senior level, in Project Implementation and Management• Specific experience in coordinating at least one energy project with large value contracts financed by Development Financial Institutions (DFIs) such as the World Bank, AfDB, AFD, JICA, China Exim Bank, SIDA, NORAD, KfW, India Exim Bank, Islamic Development Bank, etc.

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:
The assignment shall be for a period of initial two (2) Years and renewable subject to availability of funds and satisfactory performance
