- Background
The Government of South Sudan, through the Ministry of Finance and Planning (MoFP) has received grants from the World Bank (WB) towards the cost of implementing the Public Financial Management and Institutional Strengthening Project (PFMIS). The project aims to advance critical PFM reforms that will lay a strong foundation for more advanced reforms, strengthen key oversight institutions, and improve budget transparency and overall PFM outcomes in the country.
One of the key project interventions is to strengthen mechanisms for optimal revenue planning and mobilisation through conducive regulatory environment, effective revenue policy formulation, analysis and forecasting as well as provision of relevant staff capacity building support in the areas of revenue policy formulation, analysis and forecasting so as to ensure the credibility of the budget and guarantee the predictability in its execution.
It is against this background that the Ministry of Finance and Planning intends to engage an Individual Consultant to provide the services of Senior Revenue Policy Advisor to the Revenue Policy Department of the Directorate of Budget and Revenue Policy.
- Scope of Work and Responsibilities:
The Senior Revenue Policy Advisor will support the Ministry of Finance and Planning in reviewing and evaluating revenue regulatory frameworks with focus on revenue policies and propose necessary changes to strengthen the country’s revenue planning and management system in line with good international practices. The Advisor will provide support to strengthen the Ministry’s capacity to perform its Revenue Policy function as part of the wider objective of enhancing revenue planning, mobilisation and management within the PFM system of the Government of South Sudan.
The Consultant will be required to undertake all tasks and deliver the outputs detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting include:
- Advanced degree in economics, public financial management, finance, public policy or other relevant disciplines.
- Minimum of 10 years of experience in public financial management (PFM) with specific expertise in government budgeting, revenue policy analysis and revenue management processes.
- Relevant work experience in developing country context particularly in Sub-Saharan Africa is desirable.
- Minimum of 5 years of relevant experience in similar evidence-based policy analysis roles.
- Knowledge of macro-fiscal data construction of data analyzing instruments to support strategic tax policy development.
- Excellent quantitative, data analysis, and advanced computer skills, including in spreadsheet programming and econometric software packages.
- Ability to provide capacity building and support the analytical work for government counterparts to identify suitable tax policy responses that are logical, balanced and comprehensive to complex social and economic issues.
- High-level communication skills (verbal, written and presentational) in English. The shortlisted candidates will be invited for an interview. Consultant will be required to possess the experience, skills and competences listed in the TOR.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
- Duty Station and Duration:
The position is based in Juba, South Sudan and the assignment will be carried out over a period of 12 months with a possibility of extension subject to performance and requirements of the Project.
- The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
- The MoFP now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
