Background The Government of South Sudan, through the Ministry of Finance and Planning (MoFP) has received a grant from the World Bank towards the cost of implementing the Public Financial Management and Institutional Strengthening Project (PFMIS).

The project aims to enhance fiscal transparency, accountability and efficiency in managing public resources. A cornerstone of this initiative is the establishment of a Parliamentary Budget Office (PBO) within the Transitional National Legislative Assembly (TNLA) as part of several efforts to strengthen the fiscal oversight capacity of the TNLA. Parliamentary Budget Offices play a critical role in enhancing legislative oversight by offering independent, non-partisan and specialized backstopping technical analyses of budgetary, fiscal, audit and economic matters consistent with good international practice.

The PBO will support Parliamentary committees and members in making well-informed decisions, strengthening fiscal scrutiny and oversight. It is against this background that a Senior Finance and Audit Advisor is engaged to provide detailed technical analytical support to the Specialized Committee on Public Accounts/Public Accounts Committee (PAC) and its members on financial and audit scrutiny. 2.

Scope of Work and Responsibilities: The Senior Finance and Audit Advisor will provide technical and technical support; capacity development; policy and oversight support as well as stakeholder engagement to operationalize and institutionalize the PBO for transparent and effective fiscal governance. The Consultant will be required to undertake tasks and deliver output detailed in the Terms of Reference (TOR) that will be provided upon request through the email contact below.

• Selection Criteria: Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification and experience required for shortlisting include: A. Education • A master’s degree or higher in Accounting, Finance, Financial Management, Public Financial Management, Auditing, Business Management or a related discipline from a recognized institution. • Recognized professional accounting qualification (e.g ACCA, CIMA, CPA or equivalent qualification) and a member of an accountancy body which is a member of the International Federation of Accountants (IFAC).

B. Experience • A minimum of 6 years of experience in public financial management with a particular focus on budget execution, financial and fiscal reporting. • Demonstrated expertise in carrying out detailed analysis of fiscal and financial reports (financial statements and budget implementation reports). • Experience working on public financial management in South Sudan will be an advantage. Language. Proficiency in English and Arabic (spoken and written) is mandatory. The shortlisted candidates will be invited for an interview. Consultant will be required to possess the experience, skills and competences listed in the TOR.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest. 4. Duty Station and Duration: The position is based in Juba, South Sudan and the assignment will be carried out over a period of 12 months with a possibility of extension subject to performance and requirements of the Project.

• The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest 6. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.

• The MoFP now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned service. Interested consultants must provide information indicating that they are qualified to perform the services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon request through the e-mail given below.
