- BACKGROUND
The Government of South Sudan, through the Ministry of Finance and Planning and the Ministry of Energy and Dams has secured financing from the World Bank towards the cost of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and intends to apply part of the proceeds towards recruitment of Social Development Specialist
2.0 OBJECTIVE OF THE ASSIGNMENT
To make available technical expertise within the Project Management Unit (PMU) on social safeguards compliances under the National and World Bank guidelines. The specialist will be part of the environmental and social risk management team and will be responsible for overall social safeguard management in the project. The specialist will provide technical advice and input to design reviews, preparation of TORs, review of reports, studies and /assessment and reports submitted by the Implementing Agency. The specialist is part of the management team of PIU and will work closely with the environmental specialist, and will jointly be responsible for the regular monitoring and supervision of all risk management activities.
3.0 BRIEF SCOPE OF THE ASSIGNMENT
- Provide advice and guidance on safeguard including requirement for compliance with ESMF/RPF/SEP/SMP requirements such as review clearance, disclosure and reporting.
- Ensure quality assurance at key stages in safeguard document preparation and implementation by the implementing agency through review of initial screening, development of preparation of safeguard instrument and process of implementation. This also includes review of TORs for studies, assessments (e.g. ESIAs) and review of project related documents, assessment of site conditions and stakeholder consultations, etc.
- Provide technical guidance for preparation of safeguard documents and review and advice on procedures for clearance on disclosure.
- Input to the development of operational manuals and develop tools, guideline, and checklists for strengthening project safeguard management.
- Carry out specific studies and assessments in consultation with stakeholders
- Provide technical input to the implementing Agency and government staff in screening of subproject sites and to identify and characterize land use, status of ownership of lands where necessary.
- Ensure that important and sensitive social features and known physical cultural resources or features are protected during the implementation of the project.

The Government of the South Sudan now invites eligible candidates (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
4.0 QUALIFICATIONS AND EXPERIENCE
The consultant should have the following minimum qualifications:
Qualifications
- Bachelor and/or a master’s degree in Social Work, Sociology, Social Development Anthropology or related Social Sciences.
Experience
- At least 7 years general experience and 5 years specific experience in development work.
- Consultancy experience in feasibility studies involving social and gender components, resettlement action plan development, social impact assessment and mitigation measures of infrastructure projects is a must
- Knowledge of World Bank environmental and Social Safeguard policies and operations will be an added advantage.
The attention of interested individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017, August 2018 and November, 2020, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.

5.0 DURATION OF THE ASSIGNMENT:
The duration of this contract will be for 5 years after the successful applicant is selected.
