- The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Urban Resilience Project- Phase II (SURP-II) and intends to apply part of the proceeds toward payments under the contract for Proposed Upgrading to bitumen standard of Package 2 road Madina Hospital Road (1km) and Kalkaal road (3km) in Wadajir and Kahda Districts. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
- The Benardir Regional Administration Project Implementation Unit (BRA PIU) now invites sealed Bids from eligible Bidders for Upgrading to bitumen standard of Package 2 road Madina Hospital Road (1km) and Kalkaal road (3km) in Wadajir and Kahda Districts.
- The scope of the works include.
- Site clearance and topsoil stripping for the 10m width carriageway, and 1m wide shoulders, bus lay-byes and widenings
- Culverts and Drainage Works, 3.6 km
- Passage of Tarrfic
- 150mm natural material and treated base and 200mm sub-base, 3.6km.
- 4% Cement and lime-treated material for base
- Bituminous Surface Treatment
- 70mm bituminous wearing courses, 3.6Km
- Concrete works, 220 m3
- Road furniture
- Day works
- Street lighting installation, 20 posts
- Road safety awareness and campaigns
The construction period will be 14 months and a Defects Liability Period of Twelve (12) months.
- Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” ” dated July 1st, 2016 revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

- The bidding document in English may be obtained free of charge by the interested eligible Bidders upon the submission of a written application to the below email. The Bidding document will be sent through email or PICKED-UP at the Project Implementation Unit BRA PIU), Mogadishu.
- A Physical and virtual pre-bid meeting shall be conducted by the Employer at the address below on 24/11/2024 at 11:00am EAT, allowing bidders who cannot attend the in-person site visit to participate online.
- Electronic bidding will be permitted. Late bids will be rejected
- Bids must be delivered to the address below on or before 12/12/2024. Electronic Bidding will be permitted. Bids must be encrypted using a password that will be provided by participating bidders on the date of the Bid opening. Bids submitted after the deadline will be rejected. Bidders will receive a Google Meet or Zoom invitation to the public opening of bids on 12/12/2024 at 11:00am hours in the presence of the Bidders' designated representatives and anyone else who wishes to attend at the address below.
- All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.
- Your attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
