  • This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P811333—8 of 27-08-2024.
  • The Revolutionary Government of Zanzibar has received financing from the World Bank toward the cost of the Tanzania Food Systems Resilience Program (TFSRP), and intends to apply part of the proceeds toward payments under the contracts for Proposed

Rehabilitation of Irrigation Infrastructures (Irrigation Schemes and Drip Irrigation System, Rehabilitation and Drilling of New Boreholes and Irrigation Canals in Eight (8) Selected Irrigation Schemes in Unguja and Pemba.

  • Bidders must Bid for all packages, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one packages will be allowed to do so, provided those discounts are included in the Letter of Bid
  • Ministry of Agriculture, Irrigation, Natural Resources and Livestock now invites sealed Bids from eligible Bidders registered as Civil Contractors Class Two (2) and above for Proposed Rehabilitation of Irrigation Infrastructures (Irrigation Schemes and Drip Irrigation System, Rehabilitation and Drilling of New Boreholes and Irrigation Canals in Eight (8) Selected Irrigation Schemes in Unguja and Pemba.

  • Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth edition, February 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
  • Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the Bidding Document which are not limited to:
  • Experience as prime contractor: they should have at least Three

(3) contracts of similar nature and complexity of the value of not less than TZS:15 billion for each contract within the last Five (5) years

  • Minimum average annual construction turnover of TZS 3,000,000,000; calculated as total certified payments received for contracts in progress and/or completed within the last 5 years.

  • Minimum amount of liquid assets, unencumbered real assets, lines of credit, and other financial means of TZS 2,000,000,000.

  • Further details and complete qualification requirements are provided in the Bidding Documents.
  • Interested eligible Bidders may obtain further information from the Ministry of Agriculture, Irrigation, Natural Resources and Livestock through Principal Secretary, Ministry of Agriculture, Irrigation, Natural Resources and Livestock, P.O.BOX 159, Maruhubi Street, Zanzibar – Tanzania during office hours 07:30 to 15:30 local hours from Monday to Friday inclusive, except on public holidays.
  • The bidding document in English may be purchased by interested Bidders upon the submission of a written application letter to the address above and upon payment of a non-refundable fee of TZS 500,000 (Tanzanian Shillings Five Hundred Thousand Only) or its equivalent in a freely convertible currency.
