• This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P811333—8 of 27-08-2024.

• The Revolutionary Government of Zanzibar has received financing from the World Bank toward the cost of the Tanzania Food Systems Resilience Program (TFSRP), and intends to apply part of the proceeds toward payments under the contracts for Proposed Rehabilitation of Laboratories and Screen Houses for Zanzibar Agriculture Research Institute (ZARI) To Be Built on Plot No 193 at Kizimbani Unguja and Plot No 37 Matangatuani Pemba

• Bidders may Bid for one or both Contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one Contract will be allowed to do so, provided those discounts are included in the Letter of Bid

• Ministry of Agriculture, Irrigation, Natural Resources and Livestock now invites sealed Bids from eligible Bidders registered as Building Contractors Class Two (2) and above for Proposed Rehabilitation of Laboratories and Screen Houses for Zanzibar Agriculture Research Institute (ZARI) To Be Built on Plot No 193 at Kizimbani Unguja and Plot No 37 Matangatuani Pemba

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth edition, February 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

• Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the Bidding Document which includes:

• Experience as prime contractor: they should have successfully completed at least Three (3) contracts of similar nature and complexity within the last ten (10) years

• Minimum average annual construction turnover of TZS 4,600,000,000; calculated as total certified payments received for contracts in progress and/or completed within the last 5 years.

• Minimum amount of liquid assets, unencumbered real assets, lines of credit, and other financial means of TZS 940,000,000.

• Further details and complete qualification requirements are provided in the Bidding Documents.

• Interested eligible Bidders may obtain further information from the Ministry of Agriculture, Irrigation, Natural Resources and Livestock through Principal Secretary, Ministry of Agriculture, Irrigation, Natural Resources and Livestock, P.O.BOX 159, Maruhubi Street, Zanzibar – Tanzania and inspect the Bidding document during office hours 07:30 to 15:30 local hours from Monday to Friday inclusive, except on public holidays.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of TZS 1,000,000.00 (Tanzanian Shillings One Million Only) or its equivalent in a freely convertible currency. The method of payment will be direct deposit or Telegraphic Transfer to the following Bank Account:

• The bidding document is being provided in the hard copy. However, only for the convenience of the bidders, in filling the various forms, a soft copy will be provided through email upon request. But bidders should note that in case of any difference in the hard copy and soft copy, the one in the hard copy will prevail.

• Bids must be delivered to Secretary of the Ministerial Tender Board, Ministry of Agriculture, Irrigation, Natural Resource and Livestock, Procurement Management Unit Office, P.O.BOX: 159, ASSP Building, Procurement Management Unit, Maruhubi – Zanzibar, on or before 30th July 2025 at 10:00 a.m. local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened promptly thereafter in the presence of the bidders’ designated representatives and anyone who chooses to attend in person at Conference Room No.2 Zanzibar, 10:30 am after the deadline for bid submission

• All Bids must be accompanied by a Bid Security of: Lot 1- 50,000,000 TZS; Lot 2- 50,000,000 TZS. or its equivalent in any freely convertible currency. The Bid Security shall be clearly addressed to the Principal Secretary, Ministry of Agriculture, Irrigation, Natural Resources and Livestock, P.O.BOX 159, Maruhubi Street, Zanzibar – Tanzania. The Bid Security shall be valid for twenty-eight (28) days beyond the bid validity period, i.e. 118 days after the bids submission deadline.
