The Bank of South Sudan (BoSS) has received financing from the World Bank towards the cost of Strengthening the South Sudan’s Financial Sector (3SF) Project and intends to apply part of the proceeds for the payment for the consulting services for Preparations of Strategic Environmental and Social Assessment (SESA)
The consulting services (“the Services”) include preparation of a Strategic Environmental and Social Assessment (SESA) for the Strengthening South Sudan’s Financial Sector (3SF) Project.
Given the broad geographic scope of the Project, the consultancy will mostly be performed through desk work and the review of relevant environmental and social literature, policies, laws, and institutions of different countries that will benefit from the Project activities, as well as project documents.
Furthermore, the consultancy will be based on in-depth stakeholder consultations in order to understand stakeholder perspectives on the Project and its design, potential downstream environmental and social risks, potential risk mitigation measures, as well as contributions to the general environmental and social baseline and the consideration of potential alternatives where activities promise to have significant downstream impacts. The inputs of these stakeholder consultations will feed into the final SESA Report but will also help to update the Stakeholder Engagement Plan (SEP).
It is expected this consultancy services to be completed within four months after contract signing.
The Bank of South Sudan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm are:
- At least 10 years’ proven track record of experience in the preparation of E&S instruments, including a Strategic Environmental and Social Assessment (SESA), Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), Environmental and Social Monitoring Plan, Environmental and Social Management Framework (ESMF), Social Audit, Stakeholder Engagement Plan (SEP), and other related documents, preferably for large-scale development partner funded infrastructure projects.
- At least two (2) SESAs completed in the last six years
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Regulations: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [insert correct title and date of applicable Regulations edition as per legal agreement] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The type of association whether a joint venture or a sub consultancy should be clearly indicated in the Expression of interest.
A Consultant will be selected in accordance with the with the procedures set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018, and November 2020 for selection of consultancy firms-based on Consultant Qualification Selection (CQS) method as set out in the Procurement Regulations.
