The Government of The Gambia has received financing from the World Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for consulting services : Civil Registration And Vital Statistics (CRVS) Comprehensive Assessment & Formulation of a Strategic Plan to strengthen the CRVS system.
The overall objective of the assignment is to evaluate the state of CRVS system in The Gambia, to obtain a good understanding of current approaches and practices, and point to possible directions and strategies for its improvement, including the costing and prioritizing of the recommended actions. The assignment will be conducted in two phases: (i) undertake a national CRVS comprehensive assessment in The Gambia; and (ii) formulate a CRVS strategic plan. The second phase will be conducted only if the first phase is satisfactory completed.
The consulting services shall be provided for a period of eight (weeks) spread over a period of 3-4 months.
The Ministry of Finance and Economic Affairs now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services ( description of similar assignments, experience in similar conditions, availability of appropriate skills , etc.). The short listing criteria are:
- At least a Masters degree in a discipline relevant to civil registration and vital statistics (CRVS);
- Ten (10) years' relevant experience in assessment of systems in a statistical system environment, with a focus on civil registration and vital statistics, which includes:
- Leading, managing and undertaking assessment process, analysis and strategic orientation related statistical system;
- Assessing legal framework, organizational structure, capacity development needs and strengthening capacities;
- Working with multiple stakeholders, and building bridges between researchers, decision-makers and policy actors to influence public policy and practice.
- Ten (10) years' relevant experience formulating strategic plans in a statistical system environment, with a focus on civil registration and vital statistics, which includes:
- Formulating realistic strategic and action plans that have been successfully implemented and reviewed, especially with regard to civil registration and vital statistics;
- Establishing and building partnerships with development organizations including multilaterals, research organizations, funding agencies, and end users;
- Technical expertise in the area of civil registration and vital statistics;
- Experience in developing countriesin Africa is a definite asset;
- Fluent English language communication skills.

(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest
A Consultant will be selected in accordance with Individual Consultant Selection method (IC) method set out in the Consultant Guidelines; World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers July 2014.
