The Government of The Gambia has received financing in the amount of US$ 3,000,000 equivalent from the World Bank toward the cost of the Gambia Resilience, Inclusive, Skills and Equity (RISE) Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
The project is comprised of 4 mutually reinforcing components:
Component 1: Improve foundational learning outcomes;
Component 2: Increase access to labour-market relevant Technical and Vocational Education and Training (TVET) programs;
Component 3: Expand and enhance social safety nets to improve the incomes and productivity of the poor;
Component 4: Support for multi-sectoral project coordination.
Project Beneficiaries. Key project beneficiaries will be out-of-school youth aged 18-35, both with and without secondary education, with an emphasis on those in the inland regions. This core demographic will benefit from upskilling or reskilling via the TVET and the Social Protection interventions. Other complementary beneficiaries include in-school children in grades 1-3 as well as pre-service and in-service teachers, and youth household heads or first spouses from poor and vulnerable communities, who will receive cash transfers.
The project proposes to carry out the following procurement activities:
Consulting Services:
- Surveys, technical studies, workshops and consultation meetings through the following contracts:• The engagement of consultants to develop technical design manuals and implementation plans
- Analytical and technical design work is planned for the expansion of the Second Chance education programme and the Education Management Information System (EMIS)
- Feasibility studies are being planned for the rollout of the National Language Programme in LBS and for childcare demand
- Various strategies and operational manuals
- Several studies including a tracer study on TVET graduates, a study on women in tertiary and higher education, and a labor market study are planned
- Training and field testing of revised curriculum, syllabi, and textbooks in 20 schools to build requisite capacity for implementation
- Administration and management of a teacher competency test
- Goods and Non-consulting Services: and procurement of essential office materials and IT equipment, setup of a Digital Hub for video conferencing, online training, and meetings, project vehicles and acquisition of a project management software. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition September 2023 and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, the World External Website and on the Gambia’s local newspapers.
