Project: BUILDING SKILLS FOR HUMAN CAPITAL DEVELOPMENT IN SOUTH SUDAN PROJECT

The Government of Republic of South Sudan has received financing in the amount of US$ 56.43m equivalent from the World Bank toward the cost of the Building Skills for Human Capital Development in South Sudan Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project is being implemented jointly by Ministry of Higher Education, Science and Technology (MoHEST) and Ministry of General Education and Instruction (MoGEI) through established independent projects implementation units. MoHEST is implementing component two and four whilst MoGEI is implementing components one, three and four.

| Teaching Skills to Strengthen Education Delivery. This component will build the foundations for a scalable and effective teacher professional development system tailored to the context of South Sudan. The component will establish/strengthen mechanisms for preparing new teachers to meet future needs through formal pre-service teacher training and provide training to in-service teachers (particularly voluntary teachers) to improve their teaching practices |

Component 2
Digital Skills for Agriculture.
This component will support South Sudan to implement an innovative digital agriculture skills program MoHEST is developing two-year post-secondary and three-year post-graduate diploma programs in digital skills for climate resilient agriculture.[1] The delivery model will combine remote training provided by international experts with face-to-face support for students provided by local tutors.

Component 3
Inclusion of Refugee and Host Communities. This component will support the re-operationalization of schools in refugee hosting areas in Ruweng Administrative Area, Upper Nile State and Western Equatoria. The component will provide a basic package of support to approximately 30 currently non-functional schools in the targeted areas to ensure their functionality. It will also provide qualified teachers recruited following a merit-based process prioritizing local teachers

Component 4
System Building. This component will provide support to the Government to operationalize and strengthen fundamental elements of a functional education system. Establishing functionality to manage and monitor the education system will be critical for the coherence and sustainability of sector investments. This will be supported through: (i) strengthening the capacity of the Government (both MoGEI and MoHEST) for better planning, implementation, management, and monitoring of the sector; and (ii) strengthening the capacity of the national and state ministries of education for regular and reliable monitoring of the sector and evaluation of key initiatives to generate data and evidence for future.

Major procurement under this project will include but not be limited to consultancy services for need assessment of renovation/refurbishments works and construction supervision of selected institutions, renovation/refurbishments work, drilling of boreholes supply of ICT equipment, scholastic materials.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers ; Procurement in Investment Project Financing of Goods, Works, Non-consulting and Consulting services(5th Edition) and is open to all eligible firms and individuals as defined in the Procurement Regulations.2 After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices(SPN) for contracts subject to open international/national competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and the regional and local newspapers and also on the following websites: www.mogei.gov.ss
