The Government of The Gambia has received financing in the amount of US$11,000,000 equivalent from the World Bank toward the cost of the Gambia COVID-19 Preparedness and Response Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project will include the following components:

Component 1: This component will focus on Emergency COVID-19 Response which incudes case detection, confirmation, contract tracing, recording and reporting of all COVID-19 cases. This component will support social distancing measures and communication preparedness.

Component 2: This component will focus on strengthening Multi-sector, National Institutions and Platforms for Policy: This component Development and Coordination of Prevention and Preparedness using One Health approach

Component 3: This component will focus on supporting National and Sub-national, Prevention and Preparedness

Component 4: This component will focus on the implementation Management and Monitoring and Evaluation (M&E)

The project will procure the following goods, works and consulting services through open international competitive bidding:

Procurement of Works:

• Construction of a National emergency treatment Center and national public health laboratory and training center

Procurement of Consulting Services:

• Architectural drawings for construction of national emergency treatment center and national public health laboratory and training center

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 revised in November 2017 and August (July 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.[1] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and dgMarket

Prequalification/Initial Selection of suppliers and contractors will be required for the following contract:

Construction of a National Emergency Treatment Centre and construction of National public health laboratory and training centre.
