The Government of The Gambia has received financing in the amount of US$ 5, 000,000.00 (five million dollar) equivalent from theWorld Bank towards the cost of the Second Additional Financing for Integrated Financial Management Information Systems Project, and it intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under thisproject.
This project is a second Additional Financing to the original IFMIS and IFMIS Additional Financing Projects. It aims is to enhance the IFMIS and IFMIS-AF projects' impact by (a) further strengthening statistical capacity; (b) initiating and implementing a comprehensive SOE governance reform program; (c) strengthening the debt management system; and (d) helping reform the civil service pay, pension, and payroll management. These are outlined under the following components:
COMPONENT 1 : The component aims to support IFMIS Rollout, Interfaces and System Training. The expansion will provide technical assistance to support the Ministry of Finance & Economic Affairs (MoFEA) and Personnel Management Office (PMO)to implement the Government's HR and payroll record management systems. It will allow the introduction of an HR management system and further cleaning of the payroll database as part of the expanded IFMIS platform. It will also strengthen the Debt Management System.
COMPONENT 6: This component aims at financing statistical capacity building support in the area of advisoryservices, training of staff, carry out Integrated Household Survey, improve National Accounts as well as develop and maintain Statistical Register. In addition, this component will Strengthen the civil registration and vital statistics (CRVS) system, National statistical system and Bureau of Statistics' data dissemination
COMPONENT 8 : This component aims to Support for State-Owned Enterprise Reform and will include technical assistance, equipment, and software to (a) strengthen the Government's oversight of the sector, including performance monitoring and information sharing; (b) improve financial discipline in the relations between the state and the SOE sector; (c) strengthen SOE corporate governance through legal and regulatory reforms and professionalizing the SOEs' boards of directors; and (d) improve the financial and operational performance of selected individual SOEs.
The project will procure motor vehicles, furniture, office equipment (hardware and software), printing of policy documents as well as install new version of CSDRMS (debt) system.
The consulting services include job evaluation and training of staff, drafting of pension bill, domestic debt restructuring, development of Civil Registration and Vital Statistics (CRVS) strategic plan; development Data Dissemination Policy; ResidentAdvisor to support GBOS and PPP/SOE; Fiscal Risk Assessment for SOEs;updating tariff setting methodology for the Public Utilities Regulatory Agency (PURA); Training SOE Board of Directors and National Assembly PAC/PEC on SOE Laws and Regulations.
Procurement of contracts financed bythe World Bank will be conducted through the procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers (latest version) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank's external website and local Newspapers in the Gambia.
