REQUEST FOR EXPRESSIONS OF INTEREST

Supervision of work of Investments in telecommunications to expand broadband coverage in rural areas

The Government of Mozambique has received financing from the World Bank toward the cost of the Digital Acceleration Project and intends to apply part of the proceeds for consulting services for Supervision of work of Investments in telecommunications to expand broadband coverage in rural areas.

The objective of this assignment is to provide independent technical monitoring, verification, and acceptance of all rural connectivity sites and associated digital inclusion initiatives financed under Component 1 of the MDAP project.

The Consultant will verify technical compliance, assess service quality, confirm the implementation of environmental and social risk mitigation measures, and validate the proper functioning of connectivity services and community-facing digital inclusion activities.

Across 300 rural sites, the Consultant will conduct an estimated 900 field visits (3 visits per site), prepare corresponding acceptance reports, and maintain a consolidated register of compliance, non-conformities, and corrective actions.

The Ministry of Communications and Digital Transformation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: i) the firm must have at least ten (10) years of proven experience in one or more of the following areas: Deployment and commissioning of telecommunications infrastructure; Monitoring, inspection, and auditing of telecom networks and associated equipment; Technical acceptance, verification, or quality assurance of digital connectivity sites, including backbone, access, and last-mile networks; Experience in the development and implementation of instruments for mitigating social and environmental risks in development projects; ii) the firm must have successfully completed at least one (01) assignment within the last five (5) years involving the monitoring, evaluation, technical verification, or acceptance of digital connectivity sites or telecommunications infrastructure.; iii) Evidence of performance, such as completion certificates, client references, or project acceptance letters, must be provided.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
