- The Ministry of Finance & Economic Affairs has received financing from the World Bank toward the cost of the Gambia Fiscal Management Development Project (P166695) and intends to apply part of the proceeds toward payments under the contract for The Supply, Implementation and Commissioning of an Integrated Tax Administration System for the Gambia Revenue Authority. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”
- The Ministry of Finance and Economic Affairs now invites sealed Bids from eligible Bidders for the Supply, Implementation and Commissioning of an Integrated Tax Administration System for the Gambia Revenue Authority. The current scope of the ITAS is to provide a full-fledged automated tax solution, which will encompass, as a minimum, the following core tax administration processes.

- Taxpayer Services The implementation is expected to commence between May and June 2023.
The minimum qualification requirements, among others, for the Bidder are:
- Proof of having successfully implemented at least two (2) ITAS projects for tax authorities. The implementation vendor must provide proof in form of a reference letter or completion certificate from the clients to which the implementations were done.
- At least 10 years’ experience in the analysis, development and implementation of business processes for tax authorities.
- Demonstrated knowledge of modern tax authorities’ good practice
- Proven understanding of public service operations in Africa.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated in November 2020 the New Procurement Framework (NPF), the ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants,’ revised on July 1, 2016, and other provisions stipulated in the Financing Agreement (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
