The minimum qualification requirements, among others, for the Bidder are: • Proof of having successfully implemented at least two (2) ITAS projects for tax authorities. The implementation vendor must provide proof in form of a reference letter or completion certificate from the clients to which the implementations were done. • At least 10 years’ experience in the analysis, development and implementation of business processes for tax authorities. • Demonstrated knowledge of modern tax authorities’ good practice

Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated in November 2020 the New Procurement Framework (NPF), the ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants,’ revised on July 1, 2016, and other provisions stipulated in the Financing Agreement (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4.
