MINISTRY OF WATER RESOURCES AND IRRIGATION, SOUTH SUDAN SPECIFIC PROCUREMENT NOTICE Request for Bids - Goods (Two-Envelope Bidding Process) Open International Competitive Procurement Name of Project: Regional Climate Resilience Program & Eastern & Southern Africa (P180171) Contract Title: Supply, Installation, Commissioning and After-Sales Services of Hydrometric Monitoring Stations, and EumetCast Satellite Ground Station IDA Grant No.: E-1920-SS RFB Reference No: SS-MWRI-521663-GO-RFB • The Government of the Republic of South Sudan has received financing from the World Bank toward the cost of the Regional Climate Resilience Program for Eastern and Southern Africa, and intends to apply part of the proceeds toward payments under the contract for Supply, Installation, Commissioning and After-Sales Services of Hydrometric Monitoring Stations, and EumetCast Satellite Ground Station. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract(s) provides to be made through letter of credit. 2. Bidding will be conducted through open international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 and is open to all eligible Bidders as defined in the Procurement Regulations that must have the following: 1. Documentary evidence establishing Bidders Eligibility (i.e. • Statutory Registration Certificates, • Tax Clearance, and • All shall be valid by the time of bid opening • Documentary Evidence Establishing Goods Eligibility • Company Profile • Notarized Power of Attorney of the Person Signing the Bid 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 % and for Bid cost: 30 %. 5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of United States Dollars One Hundred (USD 100). The method of payment will be Cash payment at Ministry of Water Resources and Irrigation cashier. The document will be sent by Email to the address provided by the Bidder or issued on recordable CDs or both. 7. Bids must be delivered to the address below on or before 14th January 2026 14.00 hours Local Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 14th January 2026, at 14.05 hours Local Time. 8. All Bids must be accompanied by a Bid Security (Bank Guarantee) of United States Dollars Fifteen Thousand (USD 15,000.00). 9.
