Description: Hiring a socio-economic consultant for the final phase of the Census

The Government of São Tomé and Príncipe (GoSTP) has received a grant from the International Development Association (IDA) Donation to cover the cost of the Regional Statistics Project - SADC and intends to apply part of this grant to consultancy services for the hiring of a socio-economist consultant for the final phase of the Census to support the National Statistics Institute (INE).

The specific objectives of this consultancy are:

• The international socioeconomic consultant will work under the authority of the General Directorate of the National Institute of Statistics (INE) and in close collaboration with the Technical Implementation and Coordination Team (ETIC) of the 5th RGPH.

• He will assist the Technical Implementation and Coordination Team (ETIC) in the process related to the analysis of the final results of the 5th RGPH.

• He will support the INE in producing deliverables over a total period of 30 working days, alternating in-person in the Democratic Republic of Sao Tome and Principe and remotely..

Therefore, the Agência Fiduciária de Administração de Projetos (AFAP) invites qualified consultants to formalize their applications, attaching a Letter of Intent addressed to the General Director of AFAP, Curriculum Vitae, Copy of ID, and proof of training, experience in similar work, etc.

The selection criteria are as follows:

• Hold a master's or doctorate degree or equivalent in the following areas: statistics, economics, or related disciplines;

• Have at least ten (10) years of professional and international experience in the production of statistical and economic data related to household surveys and population and housing censuses in general;

• Have experience developing questionnaires for household surveys or HRPN surveys

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers", February 2025 ("Procurement Regulations"), which sets out the World Bank's policy on conflict of interest.
