TITLE: INTERNATIONAL CONSULTANT TO SUPPORT INSTITUTIONAL REFORMS FOR SECURED TRANSACTIONS IN SÃO TOMÉ AND PRINCIPE

The Government of the Democratic Republic of São Tomé and Príncipe has received financial support from the World Bank to implement the Institutional Capacity Building Project and intends to apply some of this funding to consulting services.

The consulting services ("the Services") include:

Consultants' fees and all other costs are paid by the Fiduciary and Project Administration Agency (AFAP) under the Institutional Capacity Strengthening Project, funded by the World Bank.

The General Directorate for Registration and Notary Affairs will provide the Consultant with office space during missions and access to legislation.

Given its nature, the mission will be intermittent and last until December 2024. However, it is made explicit that the useful time of the work will be 60 days. A contract will be signed based on the days worked and, as such, invoiced.

The Project Administration Trust Agency invites international consultants with a qualified National ("Consultants") to express their interest in providing these services, by sending a Letter of Intent, CV, and supporting documents (execution of similar contracts, work experience in the region, etc.) in a sealed and properly identified envelope, addressed to the AFAP's General Director.

The consultant should have the following minimum qualifications:

  • Bachelor's degree in relevant areas such as Business or Public Administration, Law, or Economics, with 12 years of relevant experience in credit infrastructure or equivalent combination of education and experience.
  • Strong technical skills in technology-enabled credit infrastructure reforms and implementation of modern financial sector regimes.
  • Knowledge and experience of credit risk assessment, lending practices and portfolio management (including specifically collateralised lending) in developing countries.
  • Knowledge and Experience in Development - Influences the design and execution ofpolicy and/or research initiatives; supports, conceives and promotes innovations in development policies, project design, organization and management to improve operational and sector work.
  • Efficiency, organization, and capacity to communicate with high-level government officials and relevant stakeholders about policy and institutional reforms.

Working knowledge of Portuguese and experience with World Bank Group projects and standards would be desirable. Alternatively, working knowledge of English, French or Spanish would be useful.

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16 and 3.17 of the World Bank's July 2016 "IPF Borrower Procurement Regulations", revised in October 2017 and August 2018 (Procurement Regulations) setting forth the World Bank's Policy on Conflict of Interest.

A consultant will be selected according to the individual consultant method established in the Public Procurement Regulations.
