EXPRESSION OF INTEREST – CONDUCTING A SERVICE DELIVERY STUDY

This request for expression of interest follows the general procurement notice for this project that appeared in the dg market on the 13 December 2010.

The Government of Swaziland received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Swaziland Local Government Project. The project includes three components, as follows:

The Government of Swaziland intends to apply part of the loan proceeds for consulting services. The implementing agencies are the Project Support Team, the twelve urban local governments and the Micro Projects Programme.

The objective of the assignment is to determine the extent to which infrastructure assets have been created under the project by examining the technical quality and quantity of public goods financed by the project, the cost effectiveness of investments, safeguards issues, participation in the planning and budgeting process, and disclosure of information to the public.

Consultants will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 and revised in October 2006 and May 2010 edition). The consultancy will be procured using Individual Consultant Selection (ICS)

The Project Support Team now invites eligible individual consultants to indicate their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services.

The consultant will need to meet the following criteria:

The consultant shall produce reports (including inception, preliminary and final report) on their findings and make recommendations to be presented to stakeholders. The expected duration of the assignment is limited to 60 working days and will be undertaken during the month of January 2019.
