AND SOCIAL SAFEGUARDS TRAINING CONSULTANCY
This
request for expression of interest follows the general procurement notice for
this project that appeared in the dg market on the 13 December 2010.
The Government of Swaziland received a loan from the International Bank for Reconstruction
and Development (IBRD) toward the cost of the
Swaziland Local Government Project. The project includes three components, as follows:
• Component 1 (Tinkhundla Infrastructure and Capacity
Building Support) provides
performance-based funding for small-scale infrastructure within eightselected
Tinkhundla and capacity-building support to the administration structures of
the eight Tinkhundla.
• Component 2 (Urban Infrastructure Grants and Capacity
Building Support) provides
discretionary grants to finance capital investments in local roads, and provides
capacity building support to twelve urban local governments to provide and
sustain local services.
• Component 3 (Project Management and Technical Assistance) supports the establishment and operation of the Project
Support Team (PST), strengthening the capacity of urban local governments and
Tinkhundla, carrying out of performance assessments and related reviews, and
strengthening the local government monitoring systems of the Ministryof
Housing and Urban Development and the Ministry of Tinkhundla Administration and
Development.
The Government of
Swaziland intends to apply part of the loan proceeds for consulting services.
The implementing agencies are the Project Support Team,
the twelve urban local governments and the Micro Projects Programme.
The objective of this assignment is to
build capacity of Local Governments in the application of World Bank safeguard
policies during implementation, monitoring and reporting of the ESMF and ESMPs.
The training would include World Bank
environmental and social safeguards policies and their impact on the project,
familiarization with the details of the project ESMF and RPF, and theprocesses
associated with screening and categorization of sub-projects and mitigation of
environmental and social impacts in implementation of the sub-projects. Case
studies and other practical approaches to encourage learning and participation
are envisaged.
Consultants will be selected in accordance with the
procedures set out in the World Bank's Guidelines:
Selection and Employment of Consultants by World Bank Borrowers (May
2004 and revised in October 2006 and May 2010
edition). The consultancy will be procured using Individual Consultant
Selection (ICS)
The Project Support
Team now invites eligible individual consultants to indicate their interest in
providing the above services. Interested consultants must provide information
indicating that they are qualified to perform the services.
The consultant will need to meet the
following criteria:
• Tertiary
education with a Degree in Environmental/ or Social science, or related
discipline
- Proven experience in delivering technical training programs
• Good
experience ( min5 yrs.) of direct involvement with project safeguards
assessment and monitoring
• Extensive
experience ( min 10 years with a detailed knowledge of World Bank
operations and safeguards policies)
- Resident locally or in the region
.
The level
of effort required will be 2.0 weeks inclusive of preparation, execution and
reporting. The
assignment includes inception/Course content and Training/ workshop report. The training workshop is required to be
delivered during February 2016. The contract will be negotiated on
a lump sum basis.
