REQUEST FOR CURRICULUM VITAE FOR CONSULTANT FOR DEVELOPMENT OF ENVIRONMENTAL AND SOCIAL MANAGEMENT PLANS (ESMP) UNDER THE SWAZILAND HEALTH, HIV/AIDS, AND TB PROJECT

I.                        BACKGROUND

The Government of Swaziland (GOS) has emphasized health as a priorityon the national agenda. The 2009 National Health Sector Strategic Plan (NHSSP) identifies critical areas in the health sector that require support, and aims to improve poor health outcomes and inefficiencies. A new Health, HIV/AIDS and TB project is proposed to support the Government in its commitment to improve the health status of the Swazi population.  The World Bank and the European Union (EU) are jointly financing theproject with the Government.  Specifically, the proposed project will: (i) improve access to and quality of health services in Swaziland, with aparticular focuses on primary health care, maternal health and TB, and (ii) increase social safety net access for OVC.

II.                        OBJECTIVES

The objective of the consultancy is to assist the GOS in implementingand monitoring the Environmental Audit Framework and Mitigation Plan/Environmental and Social Mitigation Framework (EAFCMP/ESMF) of the project by: (i) conducting the necessary screening of all sub-components to be financed by the project; (ii) determining the appropriate mitigation measures for each sub-component; and (iii) developing the necessary site specific Environmental and Social Mitigation Plans (ESMPs), inline with the sample ESMPs referred to above, as needed and as determined by the results of the screening.

III.                        DUTIES

  • Confirm and improve, if needed, the information provided in the EAFCMP/ESMF relevant to current environmental and social management practices, including policy documents, legislation, action plans, contracts and reports on subjects including housekeeping, hygiene and waste management.
  • Confirm and fine tune the baseline and target data provided in the Health Care Waste Management Plan (HCWMP) on quantities of health care waste generation, associated risks and management practices in participating establishments in the project. Types of waste to be considered include sharps, hazardous wastes and domestic wastes.
  • Review and fine tune the mitigation measures provided in the generic ESMPs of the EAFCMP (Chapter 7).
  • Develop an ESMP for the nurse training institutions, consistent with the ones for health facilities noted above
  • Adapt the Environmental and Social Screening Form (Appendix 1 of the EAFCMP) to each of the 4 types of health facilities in which sub-components will be implemented and in accordance with the improved ESMPs ofTask 3 above. Due consideration should be given to:

i.      rehabilitation versus operation phases

ii.      Healthcare waste management practices (including inter-alia waste generation practices, waste reduction & waste treatment (if any), waste disposal, etc...)

iii.      separation of implementation responsibility from monitoring responsibility

iv.      maintenance plans

  • Assist the technical teams of the Ministry of Health (MOH) and the Health Department of the Regional Local Authorities in carrying out the Environmental and Social Screening for each of the activities to be implemented under Component 2 of the project (extension, rehabilitation,upgrading and provision of equipments); and in determining the category of the sub-components and the necessary mitigation measures.
  • Review the Contract provisions (Appendix 4 of the EAFCMP) and amend in light of the results of the previous tasks, and ensure they are included in the technical clauses of the bidding documents of all works and in their respective contracts.
  • Assist the MOH in monitoring the implementation of the environmental and social aspects in the contractors' contracts.

In view of the results of the Environmental and Social Screening, determine which sub-components and/or activities will require further environmental and social work beyond the simple mitigation measures outlined in the screening forms, and thus require a specific ESMP; and assist the Government in preparing the necessary ESMP(s).

IV.                        QUALIFICATIONS

He/she should meet the following qualifications:

  • The minimum requirement for undertaking the task is a graduate degree in environmental management and other relevant fields, and at least three years experience in the environmental management field
  • Relevant experience in environmental and social assessment, environmental management preferably in Swaziland, and/or in Sub-Saharan Africa or other developing countries.
  • Proven record of experience in implementing health-care projects, preferably in developed as well as in developing countrie
