REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANCY SERVICE – FIRM BASE SELECTION)

Name of Project: The Gambia Fiscal Management Development Project (P166695)

Assignment Title: Consultancy to Conduct Data Assessment for Selected Services

  • Background: The Government of The Gambia with support from the World Bank is preparing a Public Administration Modernization Project (PAMP) which aims to improve fiscal and HR management capacity for improved service delivery, transparency and citizen engagement. This project aims to improve efficiency and transparency in the management of fiscal and human resources, citizen engagement and service delivery. Component three of the project envisions to support transparency and citizen engagement with the aim of improving service delivery, rebuilding the trust of citizens, and reinvigorating key dimensions of the social contract.

As part of the project preparation, the Ministry has identified key preparatory activities to lay the groundwork for a successful project implementation. These preparatory activities include the conduct of an assessment to determine who collects, uses and owns data in selected service delivery sectors (e.g. education, health, etc.). This will enable the establishment of an administrative data inventory with key base registers, mechanism for sharing of that data within government.

  • Objectives The main objective of the assignment is to help strengthen public institutions to improve service delivery and citizens engagement. The assessment will thus help;
  • Government to understand the various types of administrative data collected in selected sectors (e.g. education, health, etc.), what institutions manage these data, how is the data stored, accessed and used;
  • Government to come up with strategies to facilitate exchange of administrative data within Public Service, namely through the development and/or consolidation of key base registers; and
  • Improve monitoring and transparency of service delivery performance.
  • SCOPE AND TASKS TO BE UNDERTAKEN The assessment will cover the ministries of Health, Basic and Secondary Education and Higher Education, Research, Science and Technology.

  • CONTRACT DURATION

The consultancy will span for a period of 4 months from the date of the award of the contract.

  • CONSULTING FIRM REQUIREMENTS The following sets out the requirements for a firm to conduct the consultancy. The firm shall have a proven track record and experience in Data Science and Public Service Administration.

Firm Qualifications-The firm should have the following minimum requirements:

  • At least ten (10) years of experience in both Data Science and Public Sector Management
  • Proof of at least three (3) similar successful projects conducted in public sector institutions
  • At least ten (10) years of experience in the design and development of ICT Solutions for government
  • Proven understanding of public service operations in West African Anglophone countries. Experts/Team must meet the following minimum requirements:

The team leader or lead consultant must be a Public Policy Expert with at least ten (10) years of experience in public sector management with demonstrated experience in conducting at least three similar assignments. The expert must have at least a master’s degree in Data Science, ICT or related fields.

Knowledge and Skills Transfer

The firm or consultant is required to work with a team identified by Government to transfer knowledge and skills.

Submission Requirements:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultant firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
