Assignment Title: Consultancy for the Preparation of Standard Procurement Bidding Documents.

Background
The Government of The Gambia, through the Ministry of Finance and Economic Affairs (MoFEA) and the Ministry of Public Service (MoPS), with support from the World Bank, intends to embark on a Public Administration Modernization Program for Results (PAMP PforR), which aims to improve efficiency and transparency in the management of fiscal and human resources as well as citizen engagement in selected service delivery sectors. The Project has the following four components:
- Component 1: Enhancing Oversight of Public Fiscal Resources:
- Component 2: Supporting Public Administration Modernization:
- Component 3: Strengthening Transparency and Citizen Engagement in Service Delivery:
- Component 4: Project Management:
Objective:
The overall objective of the assignment is to develop and manage the production of the ESSA
Scope of Services:
This activity covers assessing the environmental and social management systems. These assessments will identify the strengths and weaknesses of government systems in relation to public administration and will form the ESSA. The main tasks of the assessment are as follows:
- Identification of potential environmental and social (E&S) risks that may affect the achievement of the Program's results.
- Preparation of the ESSA for PAMP that assess whether there are sufficient human and financial resources to manage the social and environmental effects of the Government program.[1] The consultant will prepare assessments of the proposed Program, which reviews existing regulations and policies, their legal and practical applicability at the program level, institutional capacity, and the effectiveness of implementation in practice.
- Development of mitigation measures, given that the organizational capacity for environmental and social management can only be determined by reference to the range of environmental and social tasks to be undertaken, and in light of the scope and scale of potential social effects.
- Development of a stakeholders’ consultation and engagement strategy that ensures the involvement of all identified stakeholders and potentially affected persons. The process should put in place mechanisms and plans for information dissemination and disclosure of project related information, as required by the World Bank and the Government of The Gambia, such as project environmental and social standards mechanisms and tools prior to and during project implementation.
- Identification of the capacity gaps on environmental and social risk management for the implementing partners. Gathering additional data and information by conducting interviews with relevant ministries, agencies, civil society organizations and Bank staff. Reports, government, and Bank documents will need to be accessed for additional information.
- Providing recommendations on specific actions to strengthen the capacity of implementing partners with respect to the effective management of environmental and social issues during execution. Some of these measures will be incorporated into the Program Action Plan (PAP) and others will be incorporated into the Program Operating Manual (POM).
- Development of an institutional mapping and analysis that would examine the strengths and weaknesses of government systems in applying robust ESRM.
- Emphasizing the integration of environmental and social considerations into the overall project design and implementation. This includes ensuring that the assessment findings and recommendations are effectively incorporated into project plans and activities.
- Reviewing of documents generated by the WB during the preparation of the PforR, such as the PAD and Aid memoire of the last preparation missions carried out
Specific Qualifications and Selection Criteria:
The individual consultant must meet the following minimum requirements:
- The team leader or lead consultant must be an Environmental and Social Risk Management Expert with at least 10 years of experience in working in the area of Environmental and Social Risk Management with demonstrated experience in conducting at least three similar assignments.
- The expert must have a master’s degree in environmental science, Environmental Management, Environmental Economics, Public Sector Policy, Social Development
- Proof of at least three (3) similar successful assignments conducted across various public sector institutions.
- Proven understanding of public service operations in Africa. At least 5 years’ experience of working with Governments and working on stakeholder engagement and management
- Good knowledge of either World Bank environmental and social standards or other development actors such as the UN, The African Development Bank, etc

The Gambia Fiscal Management Development Project now invites eligible individual consultants to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) selection method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
