CONSULTING SERVICES: Drivers

DUTY STATION: MOGEI, Project Implementation Unit (PIU), Juba

1- The Government of South Sudan (GoSS), received a grant from World Bank to implement a five-year project entitled “Building Skills for Human Capital Development in South Sudan (BSHCDSS)”, Project Identification Number. P178654. The project is being implemented by Ministry of General Education and Instruction (MoGEI) and Ministry of Higher Education, Science and Technology (MoHEST). The project will support the country in addressing skills constraints in education and agriculture sectors. Based on aforementioned, the MOGEI intends to apply portion of the proceed to fund the positions of Drivers on a contract basis.

  • MoGEI seeks to hire six (6) drivers to provide reliable and timely transportation services for authorized personnel using the Project’s Vehicles. The candidates must have a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work in a multicultural environment. They shall ensure proper maintenance of the vehicles on/off road, and provide logistical support services for the project.
  • Scope of Work

The Project Driver(s) will be part of the Project Implementation Unit and shall report to the Project Coordinator. The scope of work will be as follows:

  • Vehicle operation
  • Vehicle maintenance and management
  • Project support
  • Documentation and reporting

4- Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

5- Duration:

The Project driver assignment will be contracted for an initial period of twelve (12) months from the contract start date with three month probation period

This period is subject to extension based on satisfactory performance, availability of project funding and project needs.

The position shall be based in Juba, South Sudan, with frequent travels to the project sites and other states when necessary.

6- MINIMUM PROJECT DRIVER’S QUALIFICATION AND EXPERIENCE REQUIREMENTS

  • At least a Secondary School Certificate, trained background in auto mechanic or any post-secondary qualification/training shall be of advantage;
  • Computer literacy in Microsoft Word or Excel is desirable but not a MUST.
  • A valid driver’s license (a minimum of Category B, C, or D) is required.
  • A minimum of four (4) years of experience as a professional driver with no major recorded incidents.
  • Evidence of driving experience with NGO’s, UN Agencies, International corporations/INGOs or Government agencies for at least three (3) years
  • Demonstrate experience in driving manual vehicles for at least two (2) years
  • Working knowledge of English is required. Ability to speak in Arabic is desirable
  • Age must be from 25 -45 years

7- The MOGEI now invites eligible candidates to express their interest in providing above mentioned services. Interested candidates must provide information indicating that they are qualified to perform the services and furnish their Curriculum Vitae (CV). Terms of reference (TOR) for this assignment will be provided upon submission of written application (in person or by email at the address given below).

8- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

9- A candidates will be selected in accordance with the procedures set out in the World Bank's Procurement Regulations for IFP Borrowers' Fifth Edition of September 2023 (“Procurement Regulations”) for selection of individual consultant.

10- Interested candidates may obtain further information at the address given below from 9:00 to 16:00 Hrs. on working days (Monday through to Friday).

11- Deadline for submission: The expression of interest (EOI) and the complete CV must be delivered to below indicated address not later than Tuesday, February 25, 2025, 17:00 Hrs. South Sudan time.
