  • Background:

The Gambia Public Administration Modernization for Citizen Centric Service Delivery Project (PAMP), supports the Government of The Gambia's (GoTG) Recovery-Focused National Development Plan (RF-NDP) 2023-2027. This plan aims to consolidate democratic governance gains, accelerate green economic and social transformation, and build resilience to shocks and crises. The PAMP project focuses on enhancing domestic resource mobilization, financial reporting, human resource management, and citizen engagement within the education sector. It includes an Investment Project Financing (IPF) component to provide technical assistance and capacity building, supporting the effective implementation of the RF-NDP. Key results areas include:

  • Enhanced Domestic Resource Mobilization and Financial Reporting: Strengthening tax administration, policy, and government financial statement reporting.
  • Enhanced Human Resource Management: Modernizing public administration, focusing on education and health sectors, through improved wage bill control and HRM practices.
  • Enhanced Citizen Engagement in Education: Improving public data availability and quality for informed decision-making in the education sector.

The Government of The Gambia, through the Ministry of Public Service (MoPS), is undertaking a civil service transformation initiative aimed at enhancing integrity, efficiency, and transparency across the human resource, payroll, and pension systems. This will involve a comprehensive identity verification exercise for all civil servants and pensioners, digitization of personnel records, and the establishment of a robust data and analytics platform, including gender-disaggregated statistics.

To operationalize this vision, the Government requires the services of a qualified consulting firm with expertise in biometric systems, digital records management, data warehousing and data analytics.

  • Objective of The Assignment:

The main objectives of this consultancy are:

  • To support the verification of all civil servants and pensioners by developing and deploying a digital platform for data collection and analysis.
  • To prepare a cleaned-up establishment registry for all civil servants and pensioners.
  • To Digitize personnel files to support efficient human resource management.
  • To use the establishment registry to update the payroll system and the Manpower Budget Framework.
  • To build institutional capacity for data governance, HR analytics, and sustainable system operation.
  • To establish a scalable data warehouse architecture and enable advanced workforce analytics for decision making.
  • Scope of Work:

The consulting firm will be responsible for delivering the following:

3.1 Identity Verification and Census

  • Develop a scalable data warehouse architecture and enable advanced workforce analytics for decision making.
  • Develop a framework to facilitate the updating of the payroll system and the Manpower Budget.
  • Firm Qualification and Experience

The consulting firm must have:

  • Minimum of 10 years’ experience in developing digital platform for data collection and analysis, designing Human Resource establishment registry and conducting large scale data collection and verification exercise.
  • Proven track record in delivering at least three similar projects for governments, international agencies, or large public institutions.
  • Designed and implemented a document digitization system using OCR and AI to digitalize HR records.
  • Evidence of developing a data warehouse for an institution.
  • Experience of working with public sector institutions in West Africa, preferably The Gambia.
  • Collaboration with a Gambian firm with expertise in OCR, data warehousing or advanced business intelligence analytics will be an advantage

Submission of Expressions of Interest:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Public Administration Modernization for Citizen Centric Service Delivery (PAMP) Project PAMP, now invites eligible consulting firms to express interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Consultant’s Qualifications Selection Method (CQS) method set out in the Consultant Guidelines. Further information and Terms of Reference can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
