Assignment Title: Institutional capacity assessment, development of capacity building plan and training - MOWTI & NRA

Background:

The Government of Gambia through the Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has obtained financial support from the World Bank to develop and implement the West Africa Coastal Areas Resilience Investment Project 2 (WACA ResIP 2). The project became effective in May 2023 and will be implemented over a 5-year period. The Project Development Objective (PDO) is to strengthen the resilience of targeted communities and areas in coastal Western Africa. To achieve this objective, the project will focus on four (4) components: (1) Regional Integration Strengthening; (2) Strengthening of the Policy and Institutional Framework; (3) Strengthening of National Physical and Social Investments; and (4) Project Management.

The project will support the Government to improve the institutional and policy frameworks around disaster risk management, integrated coastal development, natural resource management, and urban resilience. It will also improve flood and coastal risk management in selected risk-prone areas in the Greater Banjul Area, investing in climate-resilient infrastructure and promoting nature-based solutions interventions at the community level. Furthermore, it will contribute to public service delivery improvement as it will improve flood management and mitigate the negative effects of flooding on basic public service delivery.

Objectives of the consultancy

The general objective of the assessment is to support the WACA ResIP 2 Implementation Partners (IPs), namely MOWTI and NRAfor these ToRs, in the development of an institutional strengthening strategy and its capacities, consolidating and increasing its role in planning, execution, monitoring, and evaluation of project activities and any other mission entrusted to it in the future. The Strategy will be carried out over the period of implementation of the WACA ResIP 2 project in The Gambia. The strategy would therefore mainly focus on activities to be implemented in the next 4 years (until December 2027) while being able to keep a more long-term perspective.

This mission will be conducted in a gender-inclusive and participatory manner with key actors working with at the Ministry and NRA. The objective is to equip technicians, administrators, decision-makers, etc. with information, knowledge, tools, methods and methodologies, etc., to support an integrated approach to flood risk management making it possible to take into account the multi-sectoral and multi-actor aspects of rainwater management in the planning processes (both spatial, financial, temporal, organizational), control of stormwater, flood risk management, with the majority emphasis on risk reduction, preparation, planning, rather than response.

Capacity building includes (i) strengthening skills (at the individual level), (ii) organizational strengthening (tools, methods, and procedures), and (iii) the creation of an environment conducive to the establishment of development mechanisms (at the institutional/societal level).

Experience and Qualification of key experts

Lead Consultant:

A masters in Engineering, Public Policy, Public Admins, Development Studies, Economics or related field.

Minimum of Ten (10) years working experience in the field of Infrastructure, Civil Engineering and/or public sector.

Significant technical experience in strategic and development plan.

Experience in working closely with Government institutions and development partners.

Excellent written and oral communication skills in English.

Proven experience in facilitating stakeholder engagement processes.

Strong knowledge of participatory methodologies, community engagement techniques, and consensus-building approaches.

Expert 1 :

A masters in Engineering, Public Policy, Public Admins, Development Studies, Economics or related field.

Minimum of five (5) years working experience in the field of Infrastructure, Civil Engineering and/or public sector.

Significant technical experience in strategic and development plan.

Experience in working closely with Government institutions and development partners.

Excellent written and oral communication skills in English.

Proven experience in facilitating stakeholder engagement processes.

Strong knowledge of participatory methodologies, community engagement techniques, and consensus-building approaches.

Expert 2 :

A masters in Human Resource, Public Admins or related field.

Minimum of five (5) years working experience in the field of HR preferably in the public sector.

Significant technical experience in HR and/or capacity development plan.

Excellent written and oral communication skills in English.

Proven experience in facilitating stakeholder engagement processes.

Strong knowledge of participatory methodologies, community engagement techniques, and consensus-building approaches.

Deliverables

Based on the specific objectives mentioned above, the results and various deliverables expected from the Consultant are as follows:

Result 1: the organization, processes, and performance of the IP are evaluated

Result 2: the institutional partner's development strategy and action plan are developed and validated

Duration: The execution of the assignment is part of an overall schedule of a maximum duration of sixty (60) days for a total of 90 man-days according to the following forecast distribution: 40 man-days for the lead expert of assignment and 20 man-days for the other experts.

The shortlist criteria is as follows:

The core business of the firm

At least 10 years of experience in the consulting business

Firm’s experience in conducting similar assignments.

Technical and managerial capability of the firm (structure of the organization, availability of key staff).

Good understanding of institutional context in The Gambia.

Expertise in environment, climate change, disaster risk reduction

The attention of interested Consulting firms is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Firms will be selected in accordance with the Consultant Qualification Services (CQS) method set out in the Procurement Regulations.
