Title of Assignment: Data Analyst

  • Background of the Project The Kingdom of Eswatini is under regular threat from infectious diseases, droughts, storms, food contamination, antimicrobial resistance, traffic accidents and other emergencies. Health Emergency Preparedness and Response (HEPR) is one of the Ministry of Health (MOH) cornerstones in securing public health. The country is committed to enhancing its HEPR capacity and this remains a priority area in the country’s National Health Sector Strategic Plan (2019-2023).

The World Health Assembly (WHA) 72 resolution 12.9 “Emergency care systems for universal health coverage: ensuring timely care for the acutely ill and injured” has squarely placed Emergency Care Systems strengthening as a priority item to member governments. To address the Resolution, the country is currently investing in HEPR.

Eswatini has made considerable investments on HEPR systems such as: IDNS; PHEOC; MOH’s Toll Free Line 977; and the Emergency Medical Services. Although work has been done on the ground, the global pandemic of COVID-19 has taught us some critical lessons, and, crucially, that further investments in the country’s health emergency preparedness are still required.

Strengthening capacity in preparedness for health emergencies component under the COVID-19 Emergency Response Project, financed by the HEPR Trust Fund, addresses five (5) key areas in the context of the national health security preparedness index:

  • Strengthening the surveillance system with One Health focus and enhancing analytical capacity for real time rapid reporting and analyses of surveillance data
  • Supporting simulations to regularly evaluate and enhance health emergency preparedness
  • Preparing and equipping the health system and facilities to respond to future health emergencies
  • Strengthening capacity for national health emergency rapid procurements
  • Strengthening capacity of frontline health workers to respond effectively to victims of violence.
  • Background of the assignment Surveillance activities involves data generation, storage and analysis to inform planning and policy formulation. A functional surveillance system is key towards strengthening the health system in Eswatini. The data analysist will assist the ministry in analysing and mapping surveillance data in the context of One Health approach. The analyst will ensure that data is analysed following the epidemiological context in terms person, place, and time. This will be facilitated by real time web-based solutions for data collection and visualization, incorporating geospatial analysis.
  • Objective of the data analyst The overall objective of the data analyst is to:
  • Strengthen data analysis framework focusing on the one-health approach with geospatial analytical for real-time rapid reporting and analyses of surveillance data.
  • Develop a module for 'early warning', electronic outbreak monitoring system and real time dashboards for visualization of surveillance data.
  • Implement an electronic surveillance system at all levels, including community level.
  • Conduct continuous data quality improvement, monitoring and assessment of data systems to maintain high quality data.
  • Lead data cleaning activities.
  • Map cases and vaccination coverage to inform decision and policy making.
  • QUALIFICATIONS AND EXPERIENCE
  • A bachelor's degree in Information Technology, Computer Science, demography, statistics, public health or equivalent.
  • A minimum of 3 years’ experience in a similar role.
  • Work experience in Microsoft SQL, MongoDB, Postgres will be an added advantage.
  • Knowledge with analysis languages such as Stata, Python, R, excel, SPSS etc.
  • Experience in Geographic information software’s such as ArcGIS, QGIS.
  • Excellent analytical and problem-solving skills.
  • Knowledge of database structure systems and data mining.
  • Excellent collaboration, communication, and interpersonal skills.
  • TIME FRAME OF ASSIGNMENT AND PAYMENTSCHEDULE

The duration of the assignment is Nine-months period.

  • Responsibility and Management

The Data Analyst will work under the overall guidance of the Ministry of Health, Epidemiology and Disease Control Unit (EDCU) and under the direct supervision/guidance of the management in the EDCU. The Data Analyst will report to the Senior Epidemiologist.
