For the Selection of a consultancy office for Technical Assistance for Consulting Services for a Skills Gap Assessment of Key Government Functions

The Government of the Republic of Guinea-Bissau has obtained financing of 20.0 million US dollars from the International Development Association (IDA) for the implementation of the second phase of the Public Sector Strengthening Project (PRSP II) and intends to use part of these funds to make the payments authorized under the following contract: “Technical Assistance for Consulting Services for a Skills Gap Assessment of Key Government Functions”.

The project is structured into three components, which are:

1 - Reinforcement of the basic systems for treasury management and planning, with the preparation and implementation of the Single Treasury Account (CUT);

2 - Strengthening Human Resources Management Systems and Practices and includes support for (i) the re-engineering of human resources and pension management processes in the Public Administration; (ii) strengthening digital payroll, human resources and pension management systems in the Public Administration; and (iii) improving the quality of the server database; and

3 - Reinforcement of staff capabilities, particularly in the areas of public finances, namely public procurement; financial management, customs administration and monitoring & evaluation.

The National School of Public Administration (ENA) and the PSSP II PIU intend to recruit a consulting firm to carry out a skills gap assessment in the four thematic areas, namely: document and archive management, monitoring and evaluation, auditing and accounting. The gap analysis shall identify the current capacities of civil servants in a sample of up to six Ministries, Departments and Agencies; the type of capacity gaps, both material and non-material, needed in each area of technical skills and a strategy to address the capacity gaps that considers the activities planned in the PRSP II project.

Objective

The objective is to support the government of Guinea-Bissau in identifying skills gaps in the areas of financial management and human resources. The target groups of this mission include, among others, the Ministry of Finance, the Department of Public Procurement, the Ministry of Public Administration and the Ministry of Education. The consultancy is expected to:

• Develop profiles on the level of skills and abilities of relevant civil servants to perform financial management and human resources tasks in selected ministries, departments and agencies.

• Develop a capacity development framework with the aim of leading relevant staff to obtain certification in the areas covered by the project. The final list of competences will be decided before the start of the first instalment.

• Develop a training plan for the National School of Public Administration to meet its training objectives under the PRSP II project.

Consulting Firm Requirements

The following are the requirements to be met by a company to carry out the consultancy. The company must have proven experience in the field of human resource management and organisational development.

Company Qualifications - The company must possess the following minimum requirements:

• At least ten (10) years of experience in human resource management and organizational development.

• Proof of at least three (3) successful similar projects carried out in various public sector institutions.

• Minimum of five (5) years of experience in skills assessment, training and skills development and related activities.

• Proven knowledge of public service operations in Africa, especially in Portuguese-speaking contexts.

The experts/team must have a suitably qualified team of personnel, which must include, at a minimum, the specialists to be followed:

• The team leader or principal consultant

• At least 1-2 team members must be fluent in Portuguese.

• At least one team member must have experience in the Accounting, Auditing and Procurement professions.

• Team members are expected to collect data on the ground in Guinea-Bissau.

The consultancy will have a maximum duration of five (5) months from the date of award of the contract.

Consultancy firm will be selected in accordance with the Consultant Qualifications selection (SQC) method as described in the Public Procurement Regulations for Borrowers of Investment Project Financing Transactions of the World Bank, Fifth Edition in September 2023, section «Selection methods for consultancy services», paragraphs 7.11 to 7.12.

Para a Selecção de um gabinete de consultoria para Assistência Técnica de Consultoria para Efetuar uma Avaliação das Principais Lacunas de Competências nas Funções Governamentais

O Governo da República da Guiné-Bissau obteve um financiamento de 20,0 milhões de dólares americanos da Associação Internacional de Desenvolvimento (IDA) para a implementação da segunda fase do Projecto de Reforço do Sector Público (PRSP II) e tem a intenção de utilizar una parte desses fundos para efectuar os pagamentos autorizados a título do contrato seguinte: «Assistência Técnica de Consultoria para Efetuar uma Avaliação das Principais Lacunas de Competências nas Funções Governamentais».

O projecto está estruturado em três componentes que são : 1 - Reforço dos sistemas de base para a gestão e o planeamento da tesouraria, com a elaboração e a implementação da Conta Única do Tesouro (CUT); 2 - Reforço dos Sistemas e Práticas da Gestão dos Recursos Humanos e inclui o apoio (i) à reengenharia dos processos de gestão de recursos humanos e das pensões da Administração Pública; (ii) ao reforço dos sistemas digitais de gestão da folha de pagamento, dos recursos humanos e das pensões da Administração Pública; e (iii) à melhoria da qualidade da base de dados dos funcionários públicos; e 3 - Reforço das capacidades do pessoal, em particular nos domínios das finanças públicas nomeadamente a contratação pública; a gestão financeira, a administração aduaneira e no domínio de monitoramento & avaliação.

A Escola Nacional de Administração Pública juntamente com a UGP do PRSP II pretendem recrutar uma empresa de consultoria para efetuar uma avaliação das lacunas de competências nas quatro áreas temáticas, nomeadamente: gestão de documentos e arquivos, monitoria e avaliação, auditoria e contabilidade. A análise das lacunas deve identificar as capacidades actuais dos funcionários públicos numa amostra de até seis Ministérios, Departamentos e Agências; o tipo de lacunas de capacidade, tanto materiais como não materiais, necessárias em cada área de competências técnicas e uma estratégia para colmatar as lacunas de capacidade que considere as actividades planeadas no projeto PRSP II.

O objetivo é apoiar o governo da Guiné-Bissau na identificação das lacunas de competências nas áreas da gestão financeira e dos recursos humanos. Os grupos-alvo desta missão incluem, entre outros, o Ministério das Finanças, o Departamento de Contratação Pública, o Ministério da Administração Pública e o Ministério da Educação. Espera-se que a consultoria:

• Desenvolver perfis sobre o nível de competências e capacidades dos funcionários públicos relevantes para desempenharem tarefas de gestão financeira e de recursos humanos nos ministérios, departamentos e agências selecionados;

• Desenvolver um quadro de desenvolvimento de capacidades com o objetivo de levar o pessoal relevante a obter certificação nas áreas abrangidas pelo projeto. A lista final de competências será decidida antes do início da primeira prestação;

• Desenvolver um plano de formação para que a Escola Nacional de Administração Pública cumpra os seus objectivos de formação no âmbito do projeto PRSP II. Fornecer diretrizes e ferramentas, conforme necessário.
