REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Title of Assignment: A CONSULTANT TO CONDUCT A FEASIBILITY STUDY FOR A CENTRALIZED HEALTH CARE WASTE MANAGEMENT FACILITY FOR THE MINISTRY OF HEALTH KINGDOM OF ESWATINI

  • Project Background

The Government of the Kingdom of Eswatini through the Ministry of Health entered into a loan agreement with the World Bank effective 10 December, 2020, to implement a project to improve the coverage and quality of key reproductive, maternal, neonatal, child and adolescent health (RMNCAH), nutrition and NCD services (hypertension and diabetes) in Eswatini. The project titled “Health System Strengthening for Human Capital Development (HSSHCD) Project” is a 5-year project under the Ministry of Health (MoH) that focuses on strengthening the health system and ramping up investments in reproductive, maternal, neonatal, child and adolescent health services as well as nutrition and non-communicable diseases (hypertension and diabetes) to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach. The project has four components namely; Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2. Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities and Component 4: Project Management and Monitoring and Evaluation.

  • Background to the Assignment Health care waste management in Eswatini is decentralized thus costly to manage yet Eswatini is small enough to manage the waste at a central location. A study to determine the feasibility of such an initiative must be done to inform decision making by the Ministry of Health. Under Component 3, the project intends to conduct such a study which will ultimately strengthen the MoH’s stewardship capacity to manage essential health and nutrition and NCD services. The project is therefore seeking to engage a consultant to conduct such a study and recommend to MoH the best option for management of health care waste. Below is the scope of works to be done by the Consultant:
  • Objectives of the Consultancy The objective of the assignment is to conduct a feasibility study for a centralized health care waste management facility.
  • Assignment Timeframe

The assignment will be fifty (50) days spread over four (4) months.

  • Qualifications and experience of the Consultant The Consultant should be a firm registered or incorporated in and employing individuals and personnel who are nationals of World Bank member countries subject to their eligibility as stipulated in the “World Bank Procurement Regulations for IPF Bank Borrowers, July 2016 revised November 2017 and August 2018.”.

The Consultant shall ensure adequate staffing resources are available to complete the work and shall not engage in any assignment that may place them in the position of not being able to carry out the specific services described in these TORs.

The Consultant bidding for the assignment should have the necessary key staff required to carry out the services and have the financial and technical resources required to undertake the assignment.

The Consultant will have the technical competence in scientific, health, environmental and engineering fields, in particular sanitary engineering with extensive experience in conducting waste management systems, particularly hazardous waste management. The Consultant may also have competence in the private sector participation field.
