  • Background:

The Gambia Public Administration Modernization for Citizen Centric Service Delivery Project (PAMP), supports the Government of The Gambia's (GoTG) Recovery-Focused National Development Plan (RF-NDP) 2023-2027. This plan aims to consolidate democratic governance gains, accelerate green economic and social transformation, and build resilience to shocks and crises. The PAMP project focuses on enhancing domestic resource mobilization, financial reporting, human resource management, and citizen engagement within the education sector. It includes an Investment Project Financing (IPF) component to provide technical assistance and capacity building, supporting the effective implementation of the RF-NDP. Key results areas include:

  • Enhanced Domestic Resource Mobilization and Financial Reporting: Strengthening tax administration, policy, and government financial statement reporting.
  • Enhanced Human Resource Management: Modernizing public administration, focusing on education and health sectors, through improved wage bill control and HRM practices.
  • Enhanced Citizen Engagement in Education: Improving public data availability and quality for informed decision-making in the education sector.

of Finance and Economic Affairs (MoFEA), through the Directorate of Development Planning (DDP), seeks to develop standardized tools for short, medium and long-term planning at the sectoral, regional and national levels. Standardized planning tools are a variety of methods, techniques and software used to organize schedules and manage tasks. In the context of development planning, these tools are useful to formulate and monitor the implementation of development planning frameworks. Given that the government is working on establishing a performance management system, these tools would serve as critical inputs to measure sector performance in the implementation of medium- and long-term development plans. The standardized tools will also support planning capacities of Ministries, Departments and Agencies (MDAs) to integrate global and continental frameworks into national, sectoral and regional plans.

  • Objective of The Assignment:

The key objective of the assignment is to develop standardized tools to guide the formulation and monitoring of long and medium-term plans in line with the National Policy Development Handbook 2025. This is expected to address inconsistencies and strengthen effective planning functions both at the national and sub-national levels.

  • Scope of Work:

The assignment will be coordinated by the Directorate of Development Planning under direct supervision of the Permanent Secretary, Ministry of Finance and Economic Affairs. The scope of work includes, but is not limited to, the following:

  • Development of Standardized Planning Templates and Checklists:
  • National Development Planning Frameworks, including the National Vision Document and National Development Plan.
  • Strategic planning tools, building upon the existing strategic plan template in the National Policy Handbook, and developing additional instruments on diagnostics, prioritization, and alignment.
  • Templates for mid-term and end-term evaluations of national development planning frameworks.
  • Annual progress reporting tools for national development plans.
  • Integration of Regional and Global Frameworks:
  • Identify a suitable integration toolkit for the Integration of global and regional frameworks in medium and long-term planning and support in the integration process
  • Sectoral Performance Assessment:
  • Develop tools for assessing sector-specific contributions to the implementation of medium- and long-term development plans.
  • Knowledge Sharing and Capacity Building:
  • Share additional development planning templates and checklists, as appropriate, to strengthen national planning processes.
  • Provide guidance and training to relevant stakeholders on the use of standardized tools and processes

The Technical Assistant will ensure that all tools and templates are practical, user-friendly, and aligned with national priorities, contributing to more effective planning, monitoring, and evaluation at the national and sectoral levels.

  • Firm Qualification and Competency
  • The Technical Assistant must possess a postgraduate degree (Master’s level or higher) in Development Studies, Public Policy, Economics, Planning, or a closely related discipline.
  • A minimum of ten (10) years of post-graduate professional experience in development planning, policy analysis, or related fields, with demonstrated experience working within a developing country context.
  • Proven experience and strong understanding of development planning frameworks, procedures, and institutional arrangements at national, sectoral, and decentralized levels.
  • Demonstrated experience in the development, adaptation, or application of standardized planning tools, guidelines, or frameworks.
  • Strong analytical and facilitation skills, including:
  • Conducting needs and capacity assessments;
  • Facilitating stakeholder consultations and technical workshops;
  • Supporting planning processes involving multiple institutions.
  • Familiarity with planning-related tools, software, or methodologies (e.g. results-based planning, logical frameworks, medium-term planning frameworks, or other relevant planning instruments).
  • Excellent command of the English language, both written and spoken, with proven ability to produce high-quality technical reports and training materials.
  • Experience in monitoring, evaluation, and impact (MEI) assessment is a strong added advantage.

Submission of Expressions of Interest:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Public Administration Modernization for Citizen Centric Service Delivery (PAMP) Project, now invites eligible consulting firms to express interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Consultant’s Qualifications Selection Method (CQS) method set out in the Consultant Guidelines.
