The Government of the Gambia through the Ministry of Agriculture has received financing from the World Bank toward the cost of the Gambia Inclusive and Resilient Agriculture Value Chain Development Project (GIRAV). and intends to apply part of the proceeds for consulting services.
The consulting services include: design studies, preparations of preliminary and detailed designs, tender documents, procurement support, and works supervision.
The consultancy services cover feasibility studies, detailed engineering design for large solar-powered water supply systems, supervision of works, and Environmental and Social Impact Assessments. These services include detailed engineering designs for 8 solar-powered water systems, of which eight will be implemented in provincial towns of The Gambia, where NAWEC already has existing systems. The preliminary designs have proposed intervention sites for these locations. The remaining eight systems are planned for the potential irrigation of women’s gardens. All detailed engineering designs for the 8 solar-powered water systems under the GIRAV project (AF) are expected to be completed by December 2028.

The Central Project Coordination Unit – Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Shortlisting Criteria are:
- The Consultant should be an experienced Consultancy Firm well established with at least 10 years of relevant and applicable technical, operational and managerial experience in solar energy systems, water engineering, and construction supervision. marketing
- At least 3 similar contracts achieved during the last 10 years in feasibility study, designing and supervising solar-powered water supply systems and proven experience in the design and supervision of construction works for water treatment plants.
- Experience in working in the Western Africa Region would be considered an asset
- Preference is expressed for consortiums associating qualified Gambian Consultancy firm that has a minimum of 5 years’ experience in designing and supervising solar-powered water supply systems. The local consultancy firm selected should not have any commercial interests towards the future of the plans.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost based Selection (QCBS) set out in the Procurement Regulations Sixth edition February 2025.
