1.0 Project Background
The Government of the Kingdom of Eswatini through the Ministry of Health (MOH) entered into a loan agreement with the World Bank effective on 10 December, 2020, to implement a Health System Strengthening for Human Capital Development Project in Eswatini (HSSHCDP). The project focuses on strengthening the health system and ramping up investments in reproductive, maternal, new-born, child and adolescent health (RMNCAH), nutrition, and non-communicable disease (NCD) services to address critical human capital challenges, including stunting and child and adult mortality, applying a life course approach. The project has four components namely; Component 1: Improve health service delivery to increase the coverage and quality of health services to build human capital; Component 2. Increase community demand for RMNCAH, nutrition and NCD services; Component 3. Strengthen the MOH’s stewardship capacity to manage essential health and nutrition services and project activities and Component 4: Contingent Emergency Response.
2.0 Background to the assignment
In order to make functional equipment required to provide quality health care available, the Biomedical Engineering unit is responsible for management and maintenance of medical and non-medical equipment and physical infrastructure maintenance/ rehabilitation of primary healthcare facilities.
The Unit currently uses an excel spreadsheet inventory management system, but the Clinton Health Access Initiative is developing a new Electronic Maintenance Management System the Assistant HMIS Analyst will be consolidating inventory from the facilities and upload that information into the system. This will help Biomed to analyse data, produce inventory reports and make informed decisions on equipment management, remotely have equipment status, service dates, preventative maintenance frequencies and reminders to improve equipment management
3.0 Objective of this Assignment
The purpose of this position is to support the fully operational (EMMS) through supporting the development, management and full implementation of standards, procedures, and guidelines for data collection and analysis and compilation of inventory management data into EMMS and other data sources for facilities (HMIS) and others.
- Qualifications and Experience
- Degree in Computer Science/Management Information Systems/Informatics or any other equivalent
- Experience in health statistics or health management information systems, demography, data analysis, training/capacity building is an added advantage.
- Experience in website and software maintenance.
- Experience in developing and successfully implementing a national level digital health or data-use initiative, including development of dashboards
- Ability to analyse complex technical information in relation to equipment information and manufacturer related information.
- Knowledge of the software development life cycle.
- Good command of Data Quality management.
- Reporting:
- The Assistant HMIS analyst will report to the Biomed Engineer and provide progress updates during meetings with the Project Coordinator
- Duration of Service
