- The Government of South Sudan, through the Ministry of General Education and Instruction (MoGEI) has received grant from the World Bank towards the cost of implementing of project entitled “Building skills for Human Capital Development in South Sudan (BSHCDSS)”. MoGEI intends to apply part of the grant proceeds towards recruitment of Security Specialist who will work alongside with contracted consultants and the National staff drawn from the Ministry of General Education and Instruction to support the PIU smooth implementation of the Project.
The MoGEI and MoHEST require a Security Specialist to serve as the main point of contact for all security matters across MoGEI and MoHEST Project Implementation Units (PIUs) to ensure the safety and security of PIU staff, assets, and operations. The specialist will be responsible for gathering and analyzing security and safety-related information, developing and implementing risk management strategies, creating and overseeing security plans, and establishing and implementing safety protocols.
- Scope of Services and Responsibilities
Under the overall guidance of the Project Directors of MoHEST and MoGEI, the consultant will be required to perform the following duties:
C.1 Security Risk Assessment
- Periodically Conduct comprehensive security risk assessments and threat analyses;
- Conduct location and activity-specific Security Risk Assessment;
- Liaise with other stakeholders’ security systems, including government entities, private enterprises, UN agencies, NGOs, local CSOs, and beneficiaries, to ensure comprehensive and tailored security risk assessments and mitigation measures;
C.2 Security Management and Risk Mitigation
- Identify risk mitigation measures and develop Security Management Plans;
- Develop security procedures and protocols for the BSHCDSS project, including field travel clearance mechanism and incidence management system;
- Develop contingency and emergency response plans for crisis situations;
- Implement the security management plans and the security protocols (including the mitigation measures) and monitor their execution, ensuring that the mitigation measures are implemented according to the World Bank’s Environmental and Social Framework (ESF), particularly ESS 4 (Community Health and Safety);
- Conduct regular security inspections to identify areas for improvement;
- Conduct periodic reviews of the security policies, security procedures, and the Security Management Plan (SMP);
- Continuously update security mitigation measures for project operations based on both routine and ad-hoc risk assessments;
- Screen and clear staff travel plans to project areas;
- Assess the implementing partners security practices, systems, and readiness through comprehensive audits;
- Coordinate with local authorities, security agencies, and other stakeholders to enhance comprehensive security measures for the BSHCDSS project implementation;
- Liaise with relevant security organisations within project impact areas to ensure the security needs of project workers, beneficiaries, and other project-affected persons are adequately taken care of ;
- Attend security related emergency management meetings sanctioned by Project Steering Committee and support development of contingency and emergency response plans;
- Maintain detailed documentation of security incidents and actions taken as part of the Project Security Management System;
- Monitor and report on the security situation, providing timely updates and recommendations for informed project activity execution;
- Manage security-related procurement (e.g., equipment, personnel);
- Advise and assist project teams on security risk management for all project stakeholders;
- Any other duties that are related to security issues that shall be determined by the supervisors;
C.3 Security-related Capacity Building.
- Provide security training, security briefings, and risk management training to staff, implementing partners, and direct contractors working on the project to ensure adherence to security measures;
- Upskill and train Implementing Partners on updated Security Policy and Procedures where required;
- Ensure that staff are familiar with the emergency procedures.
- Selection Criteria: The selection will be based on qualification and experience and skills of the candidate. Qualification and experience should include:
- A Minimum of a bachelor’s degree in line with security management, risk management, or other relevant field from a recognized Institution/University. A career-level diploma (at least three consecutive years of training) from a military or police institution, college, or academy, in combination with seven years of security experience, may be exceptionally substituted for a bachelor’s degree.
- At least ten (10) years of demonstrated experience in the security sector or security program management with an international or diplomatic organization preferred. A minimum of three (3) years’ experience in security risk management in South Sudan and comprehensive working knowledge of the Security situation across South Sudan and the social economic factors that drive conflict within the country.
- Demonstrate a clean criminal record and good character.
The shortlisted candidates will be invited for oral interview. Consultant will be required to possess the skills, concepts, knowledge, and principles required to carry out the job tasks.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of interest.
The assignment will be an overall period of four (4) years. It is intended that this Consulting Services assignment will be contracted for an initial period of Twenty-four (24) months from the date of commencement. This period is subject to extension based on satisfactory performance, project funding and project needs.
The attention of interested individual consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018, November 2020 and September 2023 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest
A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
- Duty Station:
The position shall be based in Juba, South Sudan, with frequent travels to project implementation sites.
