Project Title: The Gambia Public Administration Modernization for Citizen Centric Service Delivery (PAMP) Project

Assignment Title: Technical Assistance (TA) to Support the Development, Production, Release, and Redesign of School Report Cards (SRC).

  • Background:

The Gambia Public Administration Modernization for Citizen Centric Service Delivery Project (PAMP) supports the Government of The Gambia's (GoTG) Recovery-Focused National Development Plan (RF-NDP) 2023-2027. This plan aims to consolidate democratic governance gains, accelerate green economic and social transformation, and build resilience to shocks and crises. The PAMP project focuses on enhancing domestic resource mobilization, financial reporting, human resource management, and citizen engagement within the education sector. It includes an Investment Project Financing (IPF) component to provide technical assistance and capacity building, supporting the effective implementation of the RF-NDP. Key results areas include:

  • Enhanced Domestic Resource Mobilization and Financial Reporting: Strengthening tax administration, policy, and government financial statement reporting.
  • Enhanced Human Resource Management: Modernizing public administration, focusing on education and health sectors, through improved wage bill control and HRM practices.
  • Enhanced Citizen Engagement in Education: Improving public data availability and quality for informed decision-making in the education sector.
  • Objective of The Assignment:

Expressions of interest are sought for a qualified Consultant (firm or organization) to work in close partnership with MoBSE to provide technical assistance and capacity development for the redesign, production, and roll-out of improved School Report Cards (SRCs).

This support will ensure that the new SRCs and related Facility Barometer Reports (FBRs) are practical, meaningful, and used effectively by schools and communities.

Key Tasks & Deliverables

The selected Technical Assistance (TA) provider shall work closely with MoBSE to ensure the redesigned School Report Cards (SRCs) and supporting Facility Barometer Reports (FBRs) are user-friendly, visually clear, and practical for strengthening accountability at the school and community levels. The following key tasks and deliverables are expected:

Improvement and Adjustment of the SRC Tool

The TA will redesign the SRC template based on the existing Excel-based samples, ensuring better visual representation with simplified graphs, comparative charts, and icons that are easy to interpret, even for non-literate stakeholders. The design must use clear legends, representative symbols, and fit content appropriately for printing and digital use.

Integration of Comprehensive Content and Indicators

The updated SRCs shall include: (i) Essential education indicators including National Assessment Test (NAT) and GABECE results; (ii) Key resource, performance and efficiency indices; (iii) SIG-related financial details that reflect stakeholder demand for transparency and accountability; (iv) Climate change mitigation variables (e.g., tree planting, gardening, renewable energy, waste management) and embed a “green school” certification with relevant visuals to promote environmental stewardship; (v) Citizen satisfaction feedback data collected by Cluster Monitors, alongside clearly documented remedial actions agreed by the headteacher and tracked by the Cluster Monitor.

Field Testing and Community Validation

The TA shall design and execute structured field testing across a representative sample of schools to validate the functionality, usability, and clarity of the redesigned SRCs. This will include user-experience assessments, stakeholder consultations (parents, SMCs, Mothers Clubs, VDCs, PTAs), and adjustments based on practical feedback to ensure the final product meets diverse literacy levels.

Development of Offline and Web-based Digital Solutions

Recognizing varying connectivity contexts, the TA will develop both robust Excel-based templates and user-friendly web-based SRC versions. The new versions must ensure that data entry, updates, and outputs are practical for MoBSE core staff, Cluster Monitors, and schools. Proven skills in educational data analysis, EMIS integration, and graphic design for clear visualization are essential.

Capacity Building and Knowledge Transfer

To sustain the system, the TA will provide tailored training for MoBSE’s core team, covering advanced Excel data management, data analytics, and visual design skills relevant for producing SRCs and FBRs. Additional training-of-trainers (TOT) will target the Planning, Policy Analysis, Research and Budget Directorate (PPARBD) and the Standards and Quality Assurance Directorate (SQAD) on the SRC framework, financial transparency, and citizen feedback integration.

Production and Dissemination Plan

The TA will deliver a practical guide and tools for MoBSE to produce, quality-check, and release the redesigned SRCs and FBRs annually for all eligible Public Lower Basic Schools. A user-friendly dissemination plan must include digital, print, and community engagement channels to ensure all stakeholders can access, interpret, and act on the data.

Final Deliverables

  • Redesigned, field-tested SRC and FBR templates (Excel and web-based versions).
  • Visual icon sets and graphic standards for consistent reporting.
  • Seamless integration of Feedback info collected (from CMs) with SRC data.
  • Capacity building materials and session reports.
  • Final handover manual and sustainability plan for continuous MoBSE-led updates.

The TA must demonstrate advanced technical skills in data analytics, EMIS, graphic design, Excel automation, and digital solutions for data collection and community engagement. Proven experience developing school/community report cards or similar tools in comparable contexts will be a critical selection criterion

  • Graphic design and data visualization, ensuring the redesigned SRCs are clear, engaging, and understandable to diverse community stakeholders.
  • Development of both offline (Excel-based) and online (web-based) solutions that can be practically used by MoBSE, Cluster Monitors, and schools.
  • Designing digital tools for effective and data integration from various sources and different data formats.

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Public Administration Modernization for Citizen Centric Service Delivery (PAMP) Project, now invites eligible consulting firms to express interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Individual Consultancy Selection Method (IC) set out in the Consultant Guidelines.
