Assignment Title: Recruitment of a Consultant to Develop The Technical Specifications and Tender Documents for the supply and installation of electric motors for boats with swappable and rechargable batteries, charging station and cold fish storage for the Região Autónoma de Príncipe (RAP).

The Government of the Republic of Sao Tome and Principe (GoSTP) has received a grant financing from the World Bank toward the cost of the Access to Clean Resilient Electricity Project (ACRE) whose objective is to increase access to sustainable and clean energy in Sao Tome e Principe. This is aligned with the ASCENT MPA Program Development Objective (PrDO) of accelerating access to sustainable and clean energy and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) is to recruit a Consultant to develop the technical specifications and tender documents for the supply and installation of electric motors for boats with swappable and rechargeable batteries, charging station and cold fish storage for the Região Autónoma de Príncipe (RAP).

The Project Administration and Fiduciary Agency (AFAP) invites eligible individual consulting (“Consultants”) to indicate their interest in providing the services, sending a Letter of intent, Curriculum Vitae, in a letter addressed to the General Director of AFAP, with a copy of ID card, signed Curriculum Vitae and proof of training and skills as stated in the Curriculum Vitae. Interested Consultants should provide information(declaration) demonstrating that they have the required qualifications and relevant experience to perform the Services according to the TOR.

The shortlisting criteria are:

  • Bachelor's degree from a recognized university, in/or Renewable Energies, Electrical Engineering and Electrotechnical Engineering.
  • Have at least 10 years of experience in the field of Renewable Energies, more specifically in Photovoltaic Solar Energy with Battery storage systems.
  • Have at least 8 years of experience in the development of Photovoltaic Solar Energy Projects for Portuguese-speaking African Countries (PALOP).
  • Knowledge and experience in cold chain systems in agriculture, especially off-grid and remote settings and/or for fisheries.
  • Excellent organizational and computer skills, including common applications such as Excel and Word.
  • Excellent written and verbal communication skills.
  • Fluency in Portuguese and knowledge of the English language is mandatory.

The following will be considered as advantages:

  • A master's degree in related domains and previous documented experience in similar tasks will be an advantage.
  • Previous experience as a consultant in activities/consultancies financed by the World Bank.
  • Experience in e-mobility projects, especially with electric motors for boats.
  • Previous experience in the management of tenders or contracts for works and supplies or knowledge of standards such as FIDIC (International Federation of Consulting Engineers).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”)], setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
