Background:
The Government of The Gambia through the Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has obtained financial support from the World Bank to develop and implement the West Africa Coastal Areas Resilience Investment Project 2 (WACA ResIP 2). The Project Development Objective (PDO) is to strengthen the resilience of targeted communities and areas in coastal Western Africa. To achieve this objective, the project has four (4) components: (1) Regional Integration Strengthening; (2) Strengthening of the Policy and Institutional Framework; (3) Strengthening of National Physical and Social Investments; and (4) Project Management.
The project will support the Government to improve the institutional and policy frameworks around disaster risk management, integrated coastal development, natural resource management, and urban resilience. It will also improve flood and coastal risk management in selected risk-prone areas in the Greater Banjul Area, investing in climate-resilient infrastructure and promoting nature-based solutions interventions at the community level. Furthermore, it will contribute to public service delivery improvement as it will improve flood management and mitigate the negative effects of flooding on basic public service delivery.
It is expected that the project will: (a) strengthen the resilience to flood risks; (b) improve the attractiveness and accessibility of the riverfront: for recreational purposes, and biodiversity; (c) enhance the socio-economic development of the area; (d) improve liveability and urban environment; (e) reduce pollution from uncontrolled stormwater runoff; (f) improve public health conditions; and (g) improve accessibility/connectivity avoiding traffic disruption.
Objectives of the consultancy
Given the context highlighted above, the main objective of this consultancy is to conduct a community mapping of GBV/SEA/SH risk assessment along the Kotu stream and develop a GBV and SEA prevention and response action plan for risk mitigation measures.
Experience and Qualification required
•
At least a master’s degree in development, gender studies or any other related social science field.
•
Minimum of 7 years professional experience working on sexual exploitation and abuse, GBV, Gender and supporting the vulnerable population who are at risk of abuse and exploitation.
•
Experience in conducting GBV and SEA risk assessments.
•
Knowledge of Protection of Sexual Exploitation, Abuse mechanisms, strategies to prevent SEA, standards, and programming/ approaches; general protection and gender-based violence programming.
•
Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes.
•
Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail.
Deliverables:
Inception report, Draft report, Facilitate the internal validation workshop, Facilitate stakeholder validation workshop, Finalise and share report .
Duration: The execution of the assignment is part of an overall schedule of a maximum duration of thirty (30) days for a total of 45 man-days. The start of the assignment is desired as soon as the contract is notified to the selected Consultant.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants will be selected in accordance with the Individual Consultancy Services (ICs) method set out in the Procurement Regulations.
