  • The Government of South Sudan, through the Ministry of Finance and Planning in collaboration with both the Ministry of General Education and Instruction (MoGEI), and the Ministry of Higher Education, Science and Technology (MoHEST), has received grant from the World Bank towards the cost of implementing of project entitled “Building skills for Human Capital Development in South Sudan (BSHCDSS)”- P178654. MoGEI intends to apply part of the grant proceeds to hire credible and capable CSOs, NGOs, or Consortia currently having a physical presence and working in the target areas to undertake the proposed initiatives.
  • Geographical Coverage.

The interventions will be implemented in selected counties and payams in the target states by multiple consortia of NGO/CSOs in lots as follows:

The consulting services (“the Services”) include: providing trainings, technical assistance, and support to the School Management Committees (SMCs) and Parent Teacher Associations (PTAs) in selected schools in targeted Counties and Payams to enhance their capacity in effectively managing their schools. In addition, the selected consortia will support and facilitate community level leadership and conduct community mobilization activities to increase parental interest and involvement in education.4. The detailed Terms of Reference (ToR) for the assignment is found at the following website: www.mogei.gov.ss5. The Ministry of General Education and Instruction (MoGEI) invites eligible firms or NGOs, (“Consultants”) to indicate their interest in providing the Services stated in this REOI and detailed in the TOR of this assignment. Interested Firms/NGOs should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A firm/NGO can submit expression of interest for ONLY ONE package. The shortlisting criteria are: A) Core business and years in business: the firm/NGOs shall have been providing consulting or support services to the Education sector for the last ten (10) years, and should have delivered, technical assistance in Educational Development and Schools management in public sector. B) At least five (5) years of demonstrated experience providing educational support to multiple public schools with respect to capacity building to School management committees, Parents-teachers associations, support to school leadership and working with relevant local authorities at sub-national government levels to enhance their capacity in effectively managing schools in a similar post conflict country like South Sudan. C) At least one (1) completed assignment in providing school sub-granting such as capitation grants or transfer of cash for beneficiaries at community levels in the education sector. D) Technical and managerial capability of the firm/NGO: The firm/NGO shall demonstrate having the requisite technical capacity and managerial capacity to undertake the assignment which should be supported by detailed company profiles providing details about staff skills and their experience to undertake the assignment.6. The firms/The firm/NGO will be selected in accordance with the List Cost Selection (LCS) set out in the World Bank’s Procurement Regulations for IPF Borrowers, September 2023 (Fifth Edition) which can be found at the following website: www.worldbank.org/procurement.7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition of September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.8. Firm/NGO (Consultants) may associate with other firms/NGOs to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. However, the experience of a sub-consultant will not be considered while short-listing.9.
