• The Dhusamareeb Municipality has through the Federal Government of Somalia received financing from the World Bank toward the cost of the Somalia Urban Resilience Project- Phase II (SURP-II), and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of Main Road-Package I: KM0+000 to KM4+920 Roads in Dhusamareeb Municipality, Galmudug State. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

• The Dhusamareeb Municipality Project Implementation Unit now invites sealed Bids from eligible Bidders for rehabilitation of Main Road-Package I KM0+000 to KM4+920 road in Dhusamareeb.

• The scope of the works include;

• Construction of diversions and allowing for passage of traffic.

• Site clearance and top layer stripping.

• Earthworks (approx. 27,500 m3)

• Structural excavation (5,000m3), construction of different sizes of concrete pipe culverts (44m) including headwalls, wing walls and storm drainage works.

• Construction in cubic meters subbase (73,000m2) and base course (71,000m2).

• Asphalt surfacing Prime Coat (58,000m2) and asphalt concrete (58,000m2).

• Road furniture (precast concrete curbstone, traffic signs, guard rails, handrails, and safety barriers)

The construction period will be 14 months and a Defects Liability Period of Twelve (12) months.

• Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1st 2016 and updated February 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

and inspect the bidding document during office hours 09:00 AM to 4:00 PM (Local Time) from Saturday to Thursday at the address given below.

• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred and Fifty US Dollars Only (USD 150). The method of payment will be cashier’s check, direct deposit or digital transfer to the following bank details:

Once a proof of payment is received, the Bidding document will be sent through email to or PICKED-UP at the Project Implementation Unit Dhusamareeb PIU, Dhusamareeb by the Bidder.

• A virtual pre-bid meeting shall be conducted by the Employer on 10.04.2025 at 10:00am (EAT)

• Bids must be delivered to the address below on or before 10:30 am (EAT) 16 April ,2025. Electronic Bidding will not be permitted Bids submitted after the deadline will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone else who wishes to attend at the address below on 10:30 am (EAT) 16 April ,2025.

• All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.

• Your attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
