The Government of the Gambia through the Ministry of Agriculture has received financing from the World Bank toward the cost of the Gambia Inclusive and Resilient Agriculture Value Chain Development Project (GIRAV), and intends to apply part of the proceeds for consulting services.
The consulting services include The technical advice on land administration, land governance, and land tenure within the framework of the National Land Policy to the CPCU during the implementation of GIRAV. The Specialist will specifically be responsible for the management, implementation, quality control, M&E, and reporting of all activities under subcomponent 1.5 (Securing Access to Land) The detailed Terms of Reference (TOR) for the assignment can be collected from the address beloved.

The Central Project Coordination Unit – Ministry of Agriculture now invites eligible Individual Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Profile and experience required
- Possess an advanced degree (at least Masters) in a field relevant to Land Management, Land Administration, Land Economics, Geospatial Technology (GIS/Remote Sensing, etc.), Land Law, Geography, Natural Resources Management, Project Management, or related field.
- At least 8 years of managerial working experience preferably in land administration or related field. (Working experience with bi-lateral and multi-lateral development agencies will be an advantage);
- Extent and relevance of experience in working with inter-governmental bodies and multidisciplinary teams in land administration;
- Extent and relevance of experience in working on land administration in The Gambia or the West Africa region;
- Extent and relevance of experience in social aspects related to land administration, land registration, land dispute resolution;
- Experience with project planning, procurement processes, contract management, financial management, and consultative stakeholder participation processes;
- Ability to work with, lead and coordinate other professionals in a project team;
- Familiarity with World Bank procedures will be an advantage;
- Highly computer literate;
- Strong communications skills with an advanced proficiency to speak and write in English is required.
- Ability to work in an environment of people with different cultural, religious and educational background.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Selection (IS) method set out in the Procurement Regulations.
