  • Background

The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc. In order to enhance coordination of community health service between the MOH, State Ministry of Health (SMoH) and the Management Organizations (MOs) (UNICEF and WHO); there is a need to contract Boma Health Initiative (BHI) focal person to support the State Ministry of Health to ensure that the implementing agents are delivering community health services.

The Ministry intends to apply part of the proceeds of the grants towards procurement of BHI Support Officer to oversee implementation of Boma Health Initiative (BHI) activities in 10 states and 3 administrative areas.

  • Scope of services
  • Support the implementation of the Boma Health Initiative activities in the 10 states and administrative areas. In this regard she/he will be supporting the Field Operations Officer in tracking performance of Management Organizations and implementing partners and ensure that the project is making progress on key project indicators and achieving set targets in the project’s results framework.
  • Ensure that the BHI implementation is in complaint with MoH standard protocols, policies and treatment guidelines as prescribed by MoH.
  • Collaborate with BHI Coordinator in overseeing the technical aspects of the implementation and coordination of the BHI.
  • Participate in BHI trainings for new community health workers, in coordination with IPs and BHI State Coordinators.
  • Collaborate with Field Operations Teams in monitoring implementation of BHI activities and ensure BHWs have adequate supplies with zero stock outs.
  • Collaborate with M&E Officer in tracking timely submission of reports to DHIS2 from CHDs and cross check with all implementing partners to ensure data accuracy.
  • Collaborate with management organization in conducting on-the-job training and mentorship in diagnosis, physical exam, accurate prescription and timely referral to health facility when necessary.
  • Engages community leaders and facilitate regular meetings with CHD, IPs, health care workers and BHWs to update on progress of the program.
  • Ensure all BHWs and supervisors adhere to best-practice principles in all aspects of BHI implementation.
  • Establish regular and direct communication lines with all the BHWs and the supervisors.
  • Ensures that medicines and supplies are replenished in a timely manor with zero stock outs
  • Participate in the process of BHW selection through community mobilization process with BHI supervisors and community leaders;
  • Support referral network and collaboration between BHW and facility-based care providers;
  • Carry out such tasks as may be requested by the Field Operations Officer or his designate.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

  • Duration:

The BHI Support Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.

  • Qualifications and Work Experience

The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.

A. Educational Qualifications

  • Bachelor Degree from a recognized University preferably in the fields of Medicine and Public Health or other related field or equivalent professional qualification. Professional Training in Health Planning and Management will be an added advantage.

B. Professional Experience

  • At least 5 years of relevant experience in public health practice with public entity.
  • 3 years of direct experience with an International NGO, or UN Agency is desirable.
  • Sound English language capability (written and spoken) and report writing skills.
  • Excellent computer skills and demonstrated knowledge in health services monitoring and evaluation and skills in using Microsoft Words Processor.
