- Background
The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.
The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.
The Ministry intends to apply part of the proceeds of the grants towards procurement of Human Resource Support Officer to support Project Management Unit (PMU) in the project implementation.
Applications are invited from suitably qualified South Sudan nationals for the position.
- Scope of services
- Assist in preparation of recruitment process for PMU staff at all level, including, recruitment of senior-level positions and employ innovative and creative recruitment methods to ensure recruitment/hiring the best talent.
- Assist in preparation of the staff induction and orientations processes on Staff Handbook for both new and transferring staff and ensure they fully understand the project organizational HRH strategy as well as workplace code of conduct on ESS specially SEA/SH.
- Assist in preparation of job descriptions for review and endorsement by the HR Officer, and in vacancy posting in internal and external media as appropriate.
- Assist HR Officer in organizing activities of the interview panel, ensure that interview scorecards are ready for job interviews; and assist in drafting of the interview reports.
- Ensure that all PMU staff files are up to date and all staff information are properly kept and confidentially maintained.
- Lead exit management procedure, including after work benefits and dues, to ensure seamless and positive transition for departing employee.
- Participate in the orientation and training of PMU staff on the completion and submission of monthly Timesheets and Invoices.
- Asset in promoting conducive working environment, including morally, socially, physically, and psychological well-being of staff.
- Assist in preparation for the performance management process, and ensure annual performance evaluation are completed on time.
- Carry out such tasks as may be requested by the Human Resource Officer or his/her designate.
Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.
- Duration:
The Human Resource Support Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs. The position shall be based in Juba, South Sudan.
- Qualifications and Work Experience
The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.
A. Educational Qualifications
- Bachelor Degree in Human Resource Management or other related fields like Business Administration or Social Administration from a recognized University or equivalent professional qualification. Professional Training in Health Planning and Human Resource Management will be an added advantage.
B. Professional Experience
- At least a minimum of 5 years’ experience in the Management of Human Resource for health with Government institution and/or projects financed by development partners. Experience with an International NGO, or UN Agency is an advantage, with at least 3 years of direct experience in similar position
- Sound English language capability (written and spoken) and report writing skills.
- Excellent computer skills and demonstrated knowledge and skills in using Microsoft Suite systems and human resource information system.
