Title of Assignment: Technical Assistant: To Develop Guidelines for Public Private Partnership

  • BACKGROUND In 2008, the GoKE formulated the Public-Private Partnership (PPP) policy through the Ministry of Finance. This policy directed all Ministries and Government Departments, state owned or state-controlled enterprises, and local authorities: to identify potential projects and initiate placing them in the budget cycle; and to conduct the initial feasibility study. The Government’s vision in adopting the PPP policy was to increase the pace of providing infrastructure using resources from the private sector. The rationale for the introduction of the policy was to speed up delivery, efficient delivery of projects, better maintenance of projects, cost savings, ease of capital budget planning, better provision services to customer, enable the public sector to concentrate on its core functions, and more efficient use of state-owned land.

The Eswatini National Health Policy of 2016 has a theme of directing the health sector to aim for the attainment of Universal Health Coverage (UHC). It asserts through the policy statement on health financing that it “shall [be to] ensure financial risk protection for the population so as to attain UHC.” One of the policy implications is stated as “in collaboration with central agencies, the MoH shall plan, budget and explore alternative financing options to ensure equity and access to health services by all citizens”. It further underscores the importance of “…ensuring that efficient procurement mechanisms that guarantee value for money are adhered to”.

In Eswatini, the identification and procurement of PPP projects in the health sector has been slow since 2008 and the involvement of the private sector and non-governmental organizations (NGOs) through the PPPs has been limited. There are a few PPPs being implemented in the health sector which do not go a long way in assisting the sector to expand the provision of quality services, in particular, tertiary services. Capacity of in-country private providers remains low and availability of skilled specialists in different fields of medicine remain a challenge. Thus, there seem to be opportunities for PPPs in the provision of tertiary services.

The health sector has seen it important to formulate PPP guidelines to guide and fast track the implementation of the national PPP policy. These guidelines will give direction on how the PPP projects are to be identified, procured, and managed. Additionally, the guidelines will assist the health sector, inter alia, in the mobilization of more resources, reduced whole life costs, provision of affordable quality health services to both government and clients, increased Infrastructure development, faster implementation of projects, increased investment in the sector, and efficient use of resources. Furthermore, these guidelines should go beyond the traditional areas outlined above and assist in the efficient delivery of quality health services using PPP approaches. It is from this premise that a consultant needs to be hired to assist with the development of health-sector specific PPP guidelines, that are in line with the National Health Policy, the National Health Sector Strategic Plan, and existing laws.[1]

  • Objective of the Consultancy The main objective of the consultancy is to produce guidelines to aid the implementation of PPP in the health sector.
  • QUALIFICATIONS AND EXPERIENCE
  • At least a master’s degree in health economics, social sciences, business administration, public health or another relevant field.
  • Minimum 7 years working experience in the policy and guidelines development field, strategic plan developments, or efficiency analysis.
  • Excellent understanding of PPPs framework.
  • Experience of implementing/managing PPPs
  • Experience of providing training
  • Strong analytical skills, strong interpersonal and communication skills are a necessity.
  • Computer proficiency with high level of familiarity with commonly used and advanced Microsoft software.
  • Be proficient in written and spoken English.

4.0 Time Frame of Assignment

The duration of the assignment is a six- month period.

5.0 Implementation Arrangements

MoH will be the executing agency. The Principal Planning Officer in the Planning Unit will be directly responsible for the day-to-day implementation of this consultancy. The individual consultant will coordinate all the activities of this consultancy.

The Principal Planning Officer and the Health Financing TWG will be available to provide overall guidance to the consultancy. Furthermore, the Principal Planning Officer will ensure coordination with Ministries and agencies concerned. The consultant will be solely responsible for submitting progress briefs and deliverables outlined above.

6.0 Duty Station

The consultant will be based in Mbabane and is expected to travel to various sites within Eswatini on occasion.

7.0 Remuneration

Remuneration will be in accordance with relevant Kingdom of Eswatini guidelines as applicable.
