• The Government of the Kingdom of Eswatini has received financing from the World Bank toward the cost of the Health Systems Strengthening for Human Capital Development Project and intends to apply part of the proceeds toward payments under the contract for the construction of an Operation Centre at New Central Medical Stores, 11th Avenue, Plot Number 756, Matsapha; Offices and Workshops for Biomed & HMIS Plot Number 461 at Old Central Medical Stores Matsapha.“For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

• The Ministry of Health now invites sealed Bids from Category B2 and Above contractors according to the CIC contractors registry for the construction of two double storey offices and a single storey workshop (Operation Centre; Biomed; HMIS Offices and Workshops at New Central Medical Stores, 11th Avenue, Plot Number 756 and Old Central Medical Stores, King Mswati III Avenue, Plot Number 461, Matsapha,.

• The main contractor B2 and Above should engage domestic sub-contractors for electrical E2 and Above and mechanical MSA as registered by CIC.

• Valid Trading License

• Valid Tax Compliance Certificate

• Valid Form J & Form C

• Valid SNPF Compliance Certificate

• Valid Labour Compliance Certificate

• Valid CIC registration certificate

• Certified copies of Directors’ IDs

• Recent Police Clearance Certificate for all Directors & Shareholders Listed in Form C

• A Bid Security of E50,000.00 per lot

• Signed Site Visit Certificate

• Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• A compulsory site inspection will be held on 13 October 2021. Contractors are to meet at the New Central Medical Stores in Matsapha at the top gate at 10:00am. The bids shall be submitted by 12 November 2021 at the Old Central Medical Stores at the Project Engineer’s Office.

• Bid documents will be collected from the Old Central Medical Stores in Matsapha at the office of the Project Engineer from 8:00am to 3:00pm from 5 October 2021.

• Bids must be delivered to the address below on or before 12 November 2021 at 11am. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, in line with COVID-19 protocols, at the Old Central Medical Stores in Matsapha.

• All Bids must be accompanied by a “Bid Security” of E 50,000.00 per Lot

• All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
