• The Democratic Republic of São Tomé e Príncipe has received financing from the World Bank toward the cost of the Access to clean resilient electricity project (ACRE) and intends to apply part of the proceeds toward payments under the contract for Construction of a Flood Protection System and Slope Protection System for the Contador Hydropower Plant
• The Agência Fiduciária e de Administração de Projectos (AFAP) now invites sealed Bids from eligible Bidders for works to protect the powerhouse of this hydroelectric powerplant against fall of rocks from the mountain in the backside of the building and to protect the powerhouse from river floods. Consequently, the Project consists of two different components: (1) The Powerhouse Backslope Protection consisting of installation of a supply and installation of a drapery system of wire mesh including: (i) Slope surface clearance by Removal of 225 m3 of loose or unstable rock blocks at risk of falling; Weeding 6,500 m2 of the slope surface; Supply and installation of a 70 m cage ladder along the penstock; (ii) removal of 2,369 m3 of debris from slope toe; (iii) Slope Protection, consisting of supply and installation of 7510 m2 of Steelgrid HR30 slope protection drapery system by Maccaferri or similar with double twist wire mesh (8x10 mesh) in galvanized steel; (iv) Supply and installation of 162 m of top anchors with L=3m and spaced 2 m; (v) Supply and installation of 70 m of toe-line counterweight; (vi) Supply and installation of 60 m of additional anchors for wire mesh slope surface adjustments; (vii) Supply and place of 220 m3 gabions; and (2) The Protection of the Powerhouse against Floods consisting of the construction of a riprap of 192 m including: (i) 2,800 m3 of excavation in soil and soft or fractured rock; (ii) 320 m3 of Backfilling with suitable as dug material available from stockpiles; (iii) 900 m3 of Supply and place gravel fill for Rip-Rap protection; (iv) 2,900 m3 of Supply and place Rip-Rap as slope protection; (v) Supply and place 2950 m2 of geotextile for erosion control; (vi) 110 m3 of Supply and place gabions.
• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % and for Bid cost: 40%.

• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address e-mail: [email protected], [email protected] & [email protected].
• Bids must be delivered at the address above on July 10, 2026 10:00 a.m, Local São Tome Time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on July 10, 2026 10:05 a.m. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. The date for the opening of the Financial Part (second envelope) will be communicated to all technically qualified Bidders following completion of the Technical evaluation.
• A site visit organized by the Employer is scheduled to take place at Contador HPP, on Ponta Figo. The visit will be on 10 June , starting at 9:00 a.m. The meeting point for all participants will be in Ponta Figo at 8:30 a.m.
• All Bids must be accompanied by a: (i) a Bid Security of US$ 30,000.00 (thirty thousand US dollar); and (ii) Local Labour Method Statement.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
