The Government of the Gambia through the Ministry of Agriculture has received financing from the World Bank toward the cost of the Gambia Inclusive and Resilient Agriculture Value Chain Development Project (GIRAV), and intends to apply part of the proceeds for consulting services.

The consulting services include The legal analyst consultant will work in close collaboration with the MLRG&RA team and other relevant government stakeholders (Land Commission, Ministry of Justice; Ministry of Agricutlure, Ministry of Environment etc.) as well as private sectors, civil society, community leaders, and development partners. Stakeholder engagement will inform the scoping stage of the review, and an inception report will be agreed with MLRG&RA on the scope of work to ensure a review of the legal and administrative frameworks in place. Qualification and Experience

  • A qualifying legal degree from a common law jurisdiction.
  • Minimum 10 years of experience with land laws, trusts law, including experience with land administration, land tenure, land survey, land dispute resolution, land use planning, and other land and property related subjects.
  • Experience of working on land law issues in Sub-Saharan Africa, with experience in three other African countries and two non-African countries.
  • Proven track record of completing at least three similar assignments in the last ten years (evidence of publications, reports, or unpublished sample works is a prerequisite)
  • Familiarity with global and regional standards and principles for land administration (such as VGGT, F&G, and World Bank’s ESF).
  • Excellent skills in legal analysis, legal drafting.
  • Excellent written and spoken English, and the ability to succinctly convey complex legislative and procedural analysis.
  • Ability to work well independently, as well as in a team-setting.
  • Ability to meet tight-deadlines and incorporate multiple rounds of comments in a timely manner.

The Central Project Coordination Unit – Ministry of Agriculture now invites eligible Individual Consultant to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Selection (IS) method set out in the Procurement Regulations.
